The procedure is conducted in an open tender procedure pursuant to Article 129(1)(1) in conjunction with Article 129(2) and Articles 132-139 of the Act of 11.09.2019. Public procurement law and implementing acts to the Public Procurement Law. The procedure is conducted in accordance with the rules provided for classic contracts with a value equal to or exceeding the EU thresholds. The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Article 139(1), (3)-(4) of the Public Procurement Law.

Description of the standard of forestry works execution technology in the Regional Directorate of State Forests in Poznań adopted by Decision No. 40 of the Regional Director of the State Forests of 10 October 2023 on the implementation of the "Regional description of the standard for the execution of forest works". The detailed description of the standard of technology for the performance of individual forestry works (activities) specified in Appendix No. 3.1 to the Terms of Reference and in Appendix No. 3.2 to the Terms of Reference is the basis for determining the quality requirements relating to the elements constituting the subject of the contract (Appendix No. 2 to the Terms of Reference). The place of execution of the subject of the contract will be the administrative area of the Przedborów Forest District. The implementation of the works included in the subject matter of the contract for individual Packages will take place in the area of forestry – appropriate for a given Package ("Package Implementation Area"). The location (forest address) of individual forestry works included in the scope of the Subject of the Agreement indicated in the appendices included in Appendix 2 is preliminary. The location (forest address) of individual works falling within the scope of the Subject of the Agreement shall be specified in the Order referred to in section 3.3.1), with the proviso that it will always be the Package Implementation Area.

These provisions do not prejudice the Contracting Authority's rights under the model public procurement agreement (Appendix 12 to the Terms of Reference).
