Description:

The subject of the order is the preparation of complete design and cost documentation of water retention facilities, whose task is to irrigate forest areas located in the Forests Szczepanowo and Niedźwiedzi Kierz using water supplied from the limestone aggregate mine in Wapienno, belonging to LafargeHolcim. The project documentation is to meet the provisions of the "Agreement for the implementation of a joint investment" of June 28, 2017, concluded between Lafarge Cement SA with its registered office in Małogoszcza and the Gołąbki Forest District (the document is Annex 2 to the ToR).

The task also includes the performance of all geodetic works necessary to prepare project-estimate documentation. The route of the planned project crosses foreign land: a closed railway line and a provincial road.

The scope of the project documentation service:

a) Preparing up to 20 days from the day of signing the contract concept for the initial implementation of the task consisting of:

- determining the technical parameters of the facilities, including location and terrain,

- making hydrological calculations before starting the project,

- determination of the route of the guide from the intake to small water retention facilities in the Niedźwiedzi Kierz Forestry on situational-altitude maps

- topographic analysis of the area,

- providing the Employer with a solution for the way of bringing water from the mine to the planned and existing small water retention facilities,

- agreeing on the location and quantity of water abstraction from the limestone mine.

The concept of the initial implementation of the task will be subject to agreement with the Employer. The agreement of the concept will be confirmed by the protocol of arrangements prepared by the team consisting of representatives of the Employer and the Contractor. The team will be required to agree on the concept within 7 from the date of its transfer to the Employer.

b) carrying out geodetic inventory in the area of implementation of designed construction works;

c) preparation of the construction and executive design, technical specification for execution and acceptance of construction works;

d) execution of the investor's cost estimate, offer cost estimate, bill of quantities;

e) obtaining all the required arrangements, opinions and administrative decisions allowing for the implementation of the designed construction project;

f) obtaining a valid building permit;

g) the developed documentation must contain solutions in the event of a possible flood in the area covered by the present study, minimizing damage to forests and neighboring lands;

h) the solutions adopted in the documentation may not cause damage to other property adjacent to land managed by the State Forests;

i) all project design documentation will be made in 4 copies in paper version and in one copy in electronic version on a generally available electronic carrier with an attached geodetic backing in shp or dwg file or equivalent.

The Employer requires that the design service be performed in accordance with applicable law and based on the assumptions contained in:

A] Project implementation manual (guidelines for implementing tasks and small retention facilities and preventing water erosion), part I material scope - Annex 8 to the ToR.

b) Project implementation manual (guidelines for the implementation of tasks and facilities for small retention and prevention of water erosion), part II handbook of procedures - Annex 9 to the ToR.

General principles for the implementation of the object of the contract.

a) The settlement for the project services will be made by the final invoice after the completion of the subject of the contract on the basis of the Documentation Transfer Protocol together with all final decisions and permits signed without comments by the commission of both parties.

b) Offers not containing the full scope of the subject of the contract will be rejected.

c) The Awarding Entity does not envisage the conclusion of a framework agreement.

d) The contractor, when signing the contract for design work, will provide the Employer with a schedule of design works with stages and dates of their start and end.

e) The Contractor undertakes to agree design solutions with the Employer at each stage of design work and the content of documents intended for administrative procedures.

f) The Contractor shall provide the Employer with 36 months warranty for the completed documentation, counting from the date of signing by the parties without comments of the Document Transfer Protocol. g) In the case of administrative proceedings, the Contractor undertakes to keep the Employer informed about the course of the proceedings and to send electronically all correspondence related to these proceedings. The Contractor shall immediately forward the originals of all permits, decisions, arrangements, etc.
