Description:
Consultancy and planning services, station competence centre and Bike + Ride networking centre

The service includes consulting services regarding the revitalization of station reception buildings and the construction of bike-and-ride and park-and-ride facilities in station environments as well as the provision of planning services for modular bicycle parking facilities in the state of Brandenburg.

Advice and support from the Railway Station Competence Centre and the Bike + Ride Network Centre at the VBB

Since June 2018, the VBB's Station Competence Centre has been supporting the reactivation of station reception buildings - as part of our historical cultural heritage - and is to initiate a subsequent use for unused station buildings at operated regional rail transport stations. The main tasks of the competence centre are:

- Establishing contacts with potential stakeholders (e.g. railway infrastructure companies, owners, collecting societies, Federal Railway Authority, planning offices, local authorities and contact persons of their administrations as well as the local economy)

- Provide an overview of funding opportunities (concepts, expansion, operation)

- the demonstration of usage concepts: Overview of best practice in the state of Brandenburg and other regions

- Information and technical support on land acquisition, building law and exemption procedures for railway areas

- Accompanying the implementation (e.g. in the acquisition of subsidies, coordination with authorities)

Since station station buildings are often only one building block in the development of the entire station environment, especially in those cases where the municipalities themselves are the owners of the properties, the Station Competence Centre is also to provide more advice in the area of forecourt planning in the future - especially in the area of bike-and-ride and park-and-ride facilities. For this purpose, with the support of federal funding, the Bike and Ride networking office was set up, among other things.

The contractor will advise and support the Railway Station Competence Centre and the Bike and Ride Network Centre in the fulfilment of their tasks. The individual services are called up as needed on the basis of a framework agreement. An obligation on the part of the client to commission services to a certain extent is not established by this framework agreement, nor is an obligation to request the contractor to submit offers for the conclusion of individual contracts.

The framework agreement has a term of four years and a maximum call-off volume of EUR 500,000.00 (net) over the entire term of the framework agreement.

Planning of bicycle parking facilities as part of the pilot project modular bicycle parking in the state of Brandenburg

The contractor's services relate to the planning of bicycle parking facilities as part of the pilot project for modular bicycle parking in the state of Brandenburg.

The pilot project emerged from the work of the Bike and Ride Network Office and will continue to be closely interlinked with it and the work of the Railway Station Competence Centre in the future.

As part of the pilot project, the state of Brandenburg is financing municipal bicycle parking facilities at train stations and at important sources/destinations of public transport. The prerequisite is that the new bicycle parking facilities are developed in accordance with the design and planning concept of the Verkehrsverbund Berlin-Brandenburg (VBB). This includes a modular construction program for systems of different sizes and different functions. The modular design means that bicycle parking spaces can be set up more quickly and easily. The aim is not only to reduce planning and production costs through modular construction, but also to make implementation easier for cities and municipalities. The preferred timber construction method also supports sustainability. The innovative bicycle parking garages offer individual complete solutions through modules that can be adapted to the conditions on site and also pick up on current trends such as pedelecs. Because as the value of bicycles increases, so does the need for lockable and secure parking spaces.

As general planner, the contractor will be obliged to plan up to 20 bicycle parking facilities at selected pilot locations if the VBB places corresponding individual orders in accordance with the framework agreement. The planning services to be provided include the object planning of buildings and interiors in accordance with §§ 34 ff. HOAI, the object planning of traffic facilities in accordance with §§ 45 ff. HOAI, the structural planning in accordance with §§ 49 ff. HOAI, the planning of technical equipment (plant groups for high-voltage systems and telecommunications and information technology systems) in accordance with §§ 53 ff. HOAI as well as other specialist planning and consulting services in accordance with Annex 1 to § 3 para. 1 HOAI.

Individual contracts shall be awarded as required on the basis of a framework agreement. An obligation on the part of the client to commission services to a certain extent is not established by this framework agreement, nor is an obligation to request the contractor to submit offers for the conclusion of individual contracts.

The framework agreement has a term of four years and a maximum call-off volume of EUR 1,500,000.00 (net) over the entire term of the framework agreement. The current intention is to plan and build up to 20 bicycle parking facilities.
