The object of the order is the purchase and successive supply of motor liquid fuels to vehicles and equipment of entities that are part of the Municipal Purchasing Group of organizational units of the Municipality of Włocławek Municipality.
The item of the order consists of two (2) parts:
— Part I — purchase and successive delivery of diesel fuel to the Contracting Authority's tanks in the quantity of:
1) diesel oil ON "standard" – 1 515 000 liters;
2) ON diesel oil “with improved low temperature characteristics” — 322,000 litres,
Part II – successive supply of diesel fuel and unleaded petrol Pb 95, by refuelling to vehicles and canisters at service stations using fuel cards, in the amount of:
1) diesel fuel ON "standard" – 8 942 liters;
2) unleaded gasoline Pb 95 – 7 200 liters.
A description of the item of the order is set out in Annex 1 to SWZ.
Purchase and successive delivery of diesel fuel to the Contracting Authority's tanks1. The order shall cover the delivery of diesel fuel to the Contracting Authority's tanks in an estimated quantity:
1) for the Municipal Communications Company Sp. z o.o.:
a) "standard" diesel on – 1 100 000,00 litres;
(b) ON diesel fuel “with improved low temperature characteristics” — 120 000 litres;
2) for the Municipal Water and Sewer Company Sp. z o.o.:
(a) 'standard' ON diesel fuel – 80 000 litres;
(b) ON diesel fuel “with improved low temperature characteristics” — 12 000 litres;
3) for the Municipal Economy Company “Saniko” Sp. z o.o.:
(a) ON “standard” diesel fuel — 290 000 litres;
(b) ON diesel fuel “with improved low temperature characteristics” — 190 000 litres;
4) for the Municipal Power Company of Heat Energy Sp. z o.o.:
(a) ON “standard” diesel fuel — 45,000 litres.
2. Diesel oil should meet the quality requirements for liquid fuels in accordance with:1) PN-EN 590 – fuels for motor vehicles – diesel fuels – requirements and test methods;
2) by Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels (OJ 2015 item 1680 as amended);
3) by Regulation of the Minister of Economy of 25 March 2010 on methods of testing the quality of liquid fuels (i.e., OJ 2017 item 247).
3. The size of the order referred to in point 1 shall be the estimate and shall be subject to the actual needs of the Contracting Authority.
If the ON Arctic purchase limit is not used, this limit passes to the purchase of diesel “standard” (MPK Sp. z o.o., MPWiK Sp. z o.o., PGK “Saniko”).
5. The supply of fuel will take place in parts, successively, at the frequency arising from the needs of the Ordering Party.
6. Deliveries of oil will be made by transporting the Contractor, at his expense and risk, by special road tankers, in accordance with the description contained in the Description of the Subject of the Order, constituting Appendix No. 1 to the SWZ.
7. Diesel oil shall be delivered to the storage location indicated by the Contracting Authority.
8. The gas oil supplied must be microbiologically pure and resistant to possible biological contamination
1) by standard PN-EN 590 — fuel for motor vehicles — diesel fuel — test requirements and methods;
2) by Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels (OJ 2015 item 1680 as amended);
3) by Regulation of the Minister of Economy of 25 March 2010 on methods of testing the quality of liquid fuels (i.e., OJ 2017 item 247).
9. The Contractor is obliged to supply diesel fuel only from current production (maximum three months from the date of production) and guarantees its durability (suitability for use) for a period of at least three months from the date of delivery
Successive delivery of diesel and unleaded petrol Pb 95, by refuelling to vehicles and canisters at service stations using fuel cards1. The order shall cover delivery in an estimated quantity:
1) Municipal Communication Company Sp. z o.o. in Włocławek:
— unleaded gasoline Pb 95 — 1,500 liters;
2) Municipal Energetyki Cieplna Sp. z o.o. in Włocławek:
— unleaded petrol Pb 95 – 1 000 litres;
3) Municipal Health Care Team Sp. z o.o. in Włocławek:
— diesel fuel ON "standard" – 4 000 litres,
— unleaded petrol Pb 95 – 4 000 litres;
4) Base Sp. z o.o.:
— diesel ON “standard” — 4,942 litres,
— unleaded gasoline Pb 95 — 700 liters.
2. Delivery of fuel on an ad hoc basis (as required) non-cash purchases using fuel cards. The order will be implemented as follows:
1) Fuel refueling for motor vehicle tanks and canisters at at least 1 fuel stations in the city of Włocławek, where it is possible to make non-cash purchases by cards issued by the Contractor or through it.
2) Vehicles belonging to the Ordering Party will be supplied with fuel at the Contractor's stations on a 24-hour system.
3) The execution of the order will be carried out in a non-cash manner using fuel cards issued by the Contractor.
3. The Contractor shall issue non-cash fuel cards to the Contracting Authority, one for each mode of transport, issued on the vehicle registration number in the quantity of:
1) 3 pcs. — for Municipal Communication Company Sp. z o.o. in Włocławek;
2) 10 pcs. — for the Municipal Power Company of Cieplna Sp. z o.o. in Włocławek;
3) 8 pcs. — for the Municipal Health Care Team Sp. z o.o. in Włocławek;
4) 4 pcs. — for Baza Sp. z o.o. in Włocławek.
4. For the supply of unleaded gasoline [Pb 95] for Baza Sp. z o.o. in Włocławek, the Contractor shall issue non-cash name fuel cards issued to the Contracting Authority for the receipt of fuel in the quantity of 2 units.
5. The Contractor undertakes to issue an additional card to the Ordering Party, at his own expense, in the case of purchasing a new car, the change of the person authorized to collect the fuel (Base Sp. z o.o.) or in case of destruction or loss of the card.
6. The cards must be secured with a PIN number.
7. Each time, after the purchase, the driver at the service station will receive a proof of confirmation of the transaction containing the following data:
(a) the designation of the fuel station;
(b) the date of refuelling of the fuel purchased;
(c) the type and quantity of fuel purchased;
(d) the value of the fuel purchased;
(e) the registration number of the car/name of the person authorised to collect the fuel.
8. The Contracting Authority shall communicate to the Contractor, at the latest 7 days after the signing of the contract, the data necessary to draw up the fuel cards referred to in points 3 and 4.
9. Diesel oil and unleaded petrol shall meet the quality requirements for liquid fuels in accordance with:
1) by standard PN-EN 590 — fuel for motor vehicles — diesel fuel — test requirements and methods;
2) by standard PN-EN 228 — fuel for motor vehicles — unleaded gasoline;
3) by Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels (OJ 2015 item 1680 as amended).
10. The fuel supplied must be microbiologically clean.
11. The indicated size of the order referred to in point 1 shall be an estimate and shall be subject to the actual needs of the Contracting Authority.
12. The supply of fuel will take place in parts, successively, at the frequency resulting from the needs of the Ordering Party.
