Technical planning according to HOAI Part 4, Section 2, § 55 Technical Equipment, Anl.-Gr. 1,4,5 and 8, LPH 5 - 9 as well as Anl.-Gr. 2, LPH 2,3 and 5 – 9
On the Bundeswehr property in Todendorf / Panker, the heat supply, the heat supply network (WVN or local heating network), the heat supply transfer stations including hot water preparation in the buildings and the building automation (GA) are to be renovated. In addition, the building construction will also be renovated at the same time due to fire protection and construction age. The central heat supply system (ZVA) or the heating plant is located in building 51. The local heating network in the existing building is divided into a south-eastern section and a north-western section for supplying heat to the buildings on the property. The southeastern part of the line is resp. of the age of construction is much older than the northeastern section. Parallel to the south-eastern section is a hot water pipe and a circulation pipe of the central water heating system in the concrete dome channel. Parallel to the northwestern local heating network, there is no longer a domestic hot water network in operation. The local heating network has been buried and has already been erected using the plastic casing pipe construction method. The priorities of the renovation are therefore strategically carried out, among other things, according to the age of the construction or wear and tear of the plant technology, drinking water hygiene and according to the agreed sequence between those involved in the construction:
Priority 1: Decommissioning of the property's hygienically problematic and decaying central domestic hot water network. The central drinking water network only exists parallel to the south-eastern strand of the local heating network. As a prerequisite for decommissioning, the buildings or their heat supply substations that have not yet been converted to central domestic hot water preparation must be renovated.
Priority 2: Decommissioning of the south-eastern local heating network due to the higher construction age (compared to the north-western network). The new section of the heat supply network to be built must be rebuilt and in operation for the south-eastern part of the property. At the same time, all other heat supply substations in the south-eastern part of the property can be renovated and put into operation.
Priority 3: Decommissioning of the north-western existing local heating network as well as conversion of the heat supply substations that have not yet been converted into the existing building. As a prerequisite for this, the heat supply stations to be renovated in the northwestern part of the property must be renovated and the northwestern section of the new local heating network to be built must be renovated and put into operation.
Priority 4: The refurbishment of the plant technology of the heating plant is to be planned only after completion of the complete local heating network and all substations to be rehabilitated, according to the determination by the technical supervisory level and the Bundeswehr, among other things due to the volatile changes caused by legislation and possible technological changes. We reserve the right to dynamically adjust the heat supply.
