In recent years, the Internet has become significantly more important as a means of distribution for the offers of public service broadcasters (RFA). The content is distributed via live streaming, on-demand streaming, downloading or websites. Germany is the focus of the distribution area, but access from abroad must also be possible.
The paying radio broadcasters expect broadcasters to broadcast on the Internet with the same reliability as on other channels (satellite, cable or terrestrial). The broadcasters are therefore looking for efficient and reliable partners who, with their infrastructure and services, meet these high requirements at economically attractive conditions.
The subject of this award procedure are the services for the distribution of audio and video (AV) content (divided into lots 1a for the broadcasters of ARD as well as Deutschlandradio, Deutsche Welle and ARTE and lot 1b for ZDF - see https: // www. dtvp.de/Satellite/notice/CXP4YZGDC2V), the services for the distribution, caching and security of websites (lot 2 for all RFA) and the services for icecast / shoutcast live streaming (lot 3 for the ARD of the ARD , DRadio and DW).

Within the framework of this award procedure, the aim is to select a framework contract partner for each lot, who will take over the services for the worldwide distribution of offers or programs via the Internet. Each client should call up the required types of services themselves at the contractually agreed prices.

Distribution of audio and video (AV) content for the ARDThe clients (ARD of ARD, DW, Deutschlandradio, ARTE) demand the provision of a powerful CDN play platform for the distribution of AV content. The clients understand a CDN playout platform as the entirety of all facilities that are required for the playout of AV content into the public Internet by means of live streaming, on-demand streaming, progressive download and download. The location of the play servers must be limited to Europe.
The client will commission a maximum volume of 55 exabytes (EB) over the total contract term of 6 years. The framework contract ends when this purchase quantity is reached. Of the 55 EB, 43.5 EB are subject to approval by the broadcasting companies. The aforementioned estimates regarding the committee reservation are directly dependent on the negotiated unit price and are therefore verified at the end of the award procedure.
The specified purchase quantities do not include any purchase obligation with the exception of the minimum purchase quantity agreed in the award procedure.
Distribution, caching and security of websitesThe clients (ARD of the ARD, DW, Deutschlandradio, ARTE, ZDF) require the provision of a powerful caching platform that includes a technology to copy editorial content (documents, images or files in general) based on certain criteria in a cache of the contractor save in order to protect the client's web server and the connection to the public Internet from overload by taking suitable measures. Providing a powerful distribution platform for the linear streaming of audio content via the Icecast protocolThe clients (ARD of the ARD, DW, Deutschlandradio) demand the provision of a powerful distribution platform for the linear streaming of audio content using the Icecast protocol. The dissemination platform is understood by the client to mean all the facilities that are used to deliver audio content via the Icecast protocol on the Internet. The location of the play servers must be limited to Europe.
The client will commission a maximum volume of 1.5 exabytes (EB) over the total contract term of 6 years. The framework contract ends when this purchase quantity is reached. Of the 1.5 EB, 1.2 EB are subject to approval by the broadcasting bodies. The aforementioned estimates regarding the committee reservation are directly dependent on the negotiated unit price and are therefore verified at the end of the award procedure.
