Complete project authoring mission, all services combined, to study and monitor the construction work of a new building (administrative city) intended to accommodate municipal services.

The author of the project undertakes, on behalf of the contracting authority (in close collaboration with it) to perform the contract under the conditions determined in the technical clauses of the specifications, namely, in general terms, to:

- assess the site;

- establish sketches and preliminary designs;

- draw up the complete project of the works to be carried out in accordance with the legislation in force in the field of public contracts;

- draw up the request for planning permission and requests for heritage certificates;

- write the project author's report (s) for the award of the contract (s);

- ensure the direction of the work in collaboration with the PA;

- process the contractor's payment statements.
