Description:
Maintenance and revisions of air conditioners for trams and subway trains

Through an open procedure, the City of Helsinki Transport Institute (HKL) will hold a tender for the maintenance of air conditioners for trams and metro trains, as a framework arrangement, to a greater extent clear ance from the procurement documents.

The planned contract period of the framework arrangement is three (3) years. The contract period is scheduled to start on 6 March 2022. The acquisition includes one option period. The option period is three (3) years and HKL makes a separate decision to exercise the option period no later than three months before the end of the actual contract period.

Periodic maintenance of Metro trains and trams will be carried out according to a pre-determined maintenance plan. The work will be carried out in accordance with the working hours indicated by the Subscriber.

Up to 2 service providers are selected for the framework arrangement.

The annual maintenance amounts indicated in the tender offer are estimates and the Subscriber has no obligation to purchase the service.

The annual maintenance amounts indicated in the tender offer are estimates and the Subscriber has no obligation to purchase the service.

The acquisition is subject to periodic maintenance of air conditioners for streetcars and subway trains, as well as failure repairs. Maintenance is carried out on the air conditioner

in accordance with the manufacturer's instructions and the requirements of the authorities. More specific matters relating to the object of the acquisition are described in Annex 1 to the call for tender

(SERVICE DESCRIPTION).

In addition to maintenance, the object of the acquisition also includes failure repairs of air conditioners as well as annual leak checks.

In the tender offer, the Service Provider confirms to HKL that it is able to maintain and verify the trams affected by the Framework Arrangement and

air conditioners for metro trains.

The annual estimated execution time for annual maintenance to be ordered is April-May. The date of maintenance may also vary on a case-by-case basis with the mutual consent of the Subscriber and the Service Provider.

Other air conditioners fault services specified by the Subscriber may also be ordered from the Framework Agreement Suppliers.

Framework Arrangement's operating model:

The acquisition is contracted with up to two service providers.

The service to be acquired is primarily ordered from the service provider who gave the most economically advantageous offer (the first service provider).

If, for a reasoned reason, the first service provider is unable to perform the mandates (an unforeseen significant increase in workload exceeds the capacity of the service provider, the quality of service does not correspond to the agreed, etc. given the order of affordability, first with the service provider who came second.
