Description:
Introduction of a new PACS at the University Hospital Tübingen

The University Hospital of Tübingen plans to completely renew its 13-year-old radiological image management system (Centricity PACS from GE Healthcare) and to go beyond the previous task of the legacy system to be replaced. The objectives of the new PACS are to:

I. Introduction of a new PACS for the Department of Radiology (DR) and all its internal and external referrers. Information on the structure of the DR can be found on the above-mentioned homepage of the UKT. The introduction of the new PACS must take place during ongoing hospital operations. The new PACS is scheduled to go live in Q1/2025 at the latest. By then, the legacy system and all existing interfaces of the legacy system must have been replaced.

II. At the same time, the new PACS should have a central and manufacturer-neutral archiving platform (VNA). In addition to DICOM objects, this UKT-wide archiving platform should also support non-DICOM objects, e.g. diagnostic measurement curves and videos. The functional scope of this central archiving platform (VNA) must be holistically coordinated with the other central IT platforms of the UKT with regard to data management and viewing. The VNA component of the E-PACS is intended to gradually consolidate all decentralized archiving systems.

III. In a second stage of the project, the new PACS will also be available as Enterprise PACS (E-PACS) to all other hospitals of the UKT with their own imaging as a primary image management system, so that existing special systems in the areas of clinical image viewing, image post-processing and reporting can be replaced by the new E-PACS. Exceptions are the Department of Pathology and Neuropathology, the Department of Radiation Oncology and the Department of Ophthalmology, each with its own special PACS.

The deliveries and services required for the introduction of the above-mentioned overall system "E-PACS" are put out to tender as a contract for work and services (EVB-IT system contract). In addition to all necessary services for the creation of the overall "E-PACS" system, the contract for work and services also includes the delivery of the necessary hardware (servers and data storage systems) as well as the associated system services after the E-PACS has been commissioned.

The contract term of the contract for work and services should be 5 years and can be extended by the client at least five times by 1 year each. The costs for the system service in years 6 to 8 are to be stated as an advance calculation.
