The consultation is launched in the form of an open call for tenders in accordance with articles r2161-2 to R2161-5 and R2162-1 et seq. of the French Public Procurement Code (CCP). The contract is concluded by means of a framework agreement setting out all the contractual stipulations (executed by means of purchase orders). The services will be subject to a single market. Pursuant to Article L2113-11 of the French Public Procurement Code, the decision not to award this contract is justified for the following reasons:The devolution into separate lots is likely to make the performance of the services technically difficult or financially more expensive. Since the services are interdependent, the breakdown into batches entails, on the one hand, constraints on the transmission of information and therefore longer execution times. On the other hand, it would lead to higher prices and a probable loss of quality of the overall service
