The City of Kaarina (hereinafter referred to as "Client") is looking for framework contract partners for construction expert services for the contract period 1.1.2024 – 31.12.2025.

The Agreement also includes two (2) one (1) year option periods (1+1) if the Subscriber decides to exercise the options.

The procurement is divided into fourteen (14) areas:

The tenderer's tender may concern one (1) or more areas.

Five (5) tenderers who have given the lowest benchmark price will be selected for the framework agreement in order of priority.

The building health expert service to be procured includes, among other things, investigating various moisture and mould damages in buildings, the cause of the damage, and comprehensively mapping the potential harm caused by indoor air quality to the building's users.

The target of the procurement is all kinds of expert services related to the fire safety design and fire engineering consulting of buildings so that the obligations of the Decree of the Ministry of the Environment on the Fire Safety of Buildings (848/2017) are fulfilled in the project being implemented at any given time. The fire consultant performs the duties of a special designer in accordance with that regulation, i.e. those works that are not the responsibility of the chief designer or the building designer. The fire consultant must also take into account the Rakennustieto guidelines (RT 103034).

The object of the procurement is the tasks included in construction and project management.

The task of a developer consultant includes tasks according to the project management and construction task list HJR18 (RT 10-11284) to an extent to be agreed on a project-by-project basis.

In addition to the above, construction tasks include

the following tasks, to be agreed upon separately:

- Acting as a safety coordinator in the project, in addition to other project-specific developer duties.

- Acting as chief designer for smaller projects if/when appropriate.

- Tendering of contracts or experts in accordance with the instructions of the City of Kaarina.

- Managing the client's contract-specific separate procurements.

- General consultation and expertise related to the construction or tendering of projects.

The target of the procurement is HVAC work supervision services. The performance of the task requires that the qualification requirements for the supervision of demanding HVAC sites are met.

The target of the procurement is electrical work supervision services. The performance of the task requires the qualifications and experience required for the supervision of demanding electrical work.

The target of the procurement is expert services related to indoor air quality and air quality studies in buildings.

The service to be procured may include:

The target of the procurement is an expert service related to the structural design of buildings and the physical design of buildings. The design tasks to be acquired are mainly demanding design tasks.

Designers must have qualifications in the structural design and/or building physical design of design objects in accordance with RT YM2-21641.

The service provider must be able to manage data models and design based on building information models.

The service to be procured may include a small number of normal or/and exceptionally demanding design tasks.

The target of the procurement is an expert service related to HVAC design.

The HVAC designer must be qualified for demanding design tasks in accordance with RT YM2-21641 in ventilation design and in the design of the property's water and sewerage system. A building automation designer must have sufficient training and three years of work experience in building automation design tasks.

The duties of an HVAC designer include tasks according to the building services design task list TATE12 (RT 10-11129).

The target of the procurement is an expert service related to electrical design.

An electrical designer must have at least a technician's degree or equivalent in the field and at least five (5) years of design experience after graduation.

The task of an electrical designer includes tasks in accordance with the building services design task list TATE12 (RT 10-11129).

The target of the procurement is building construction supervision services.

The service to be procured includes the tasks of the construction site supervision of building construction work in accordance with RT 16-11121.

In addition to the above, supervisory tasks include:

the following tasks, if necessary and by separate agreement:

- To act as the foreman in charge of (small projects) of the project

along with supervisory tasks.

- Act as the project's safety coordinator.

- Act as the project's moisture coordinator.

- During the project implementation phase, all consultancy services related to the quality and/or supervision of construction work.

The object of the procurement is an expert service related to the cost and quantity calculation of construction.

Tasks related to cost and quantity calculation include:

- Investment calculations for project decisions and implementation options, which make it possible to compare and assess the profitability of the project.

- Defining a budget price or target price as a basis for project decisions by comparing different solutions.

- A more detailed cost estimate to be made at the planning stage, the so-called cost estimate. a building component estimate that describes with sufficient accuracy the construction costs of the site and a comparison of different design options in order to find cost-effective solutions and/or reach the target price.

- Calculation of the cost impacts of additional and modification work at the construction site stage.

- Life cycle costing, which can be used to take into account the costs of construction during the entire life cycle of a building based on the design solutions of the site.

- The quantity calculation related to and required for all of the above.

The procurement targets all kinds of expert services related to condition inspections, condition assessments and condition surveys.

In accordance with the terms of reference, the service to be procured includes:

- Studies, inspections and assessment visits to the target sites.

- Written reporting on the inspections and investigations carried out. The reports must be suitable as a basis for action planning.

- Sampling and examination of samples (contaminants) in laboratories, as well as statements on the samples examined.

- Necessary consultations with project planners.

The target of the procurement is services related to building design.

Architectural designers must have the qualifications of building design objects in accordance with RT YM2-21641.

The service of the chief designer and architectural designer includes the tasks according to the Master Design task list PS12 (RT 10-11108) and the architectural design task list ARK 12 (RT 10-11109).

In some projects, the tasks also include, to a small extent, acoustic design (RT 10-11185), interior design (RT 10-11192), as well as yard and green design.

The service to be procured also includes the preparation of needs assessments and project plans and/or the planning and expert services required for these.

The service to be procured may include some of the usual or/and exceptionally demanding design tasks.

The service includes design related to the acoustics of various buildings as well as consulting related to the acoustics of projects needed during the design and construction phases.
