The design task includes the development of the concept and design and cost estimate documentation, the construction of a housing estate at Radomska Street in Starachowice. A detailed description of the subject of the contract (OPZ) for the design elaboration is specified in Annex 1 to the SWZ. Stage 1 of the contract will be financed under the Norwegian Financial Mechanism for 2014-2021 (85%) and the state budget (15%) from the Local Development Programme. The multi-family residential buildings in question after completion will be intended for all users, including the disabled. Due to the nature of the activities covered by the contract, the Contracting Authority does not require the employment of persons participating in the performance of the contract on the basis of an employment contract. If it is justified by the specificity of the subject of the contract and the Contractor refers to the trademark, patent or origin (brand, manufacturer, supplier) of materials and to the standards, approvals, technical specifications and reference systems referred to in Article 99 paragraphs 1-7 of the Public Procurement Law, then it is obliged to indicate in the documentation that it allows offering materials or equivalent solutions and is obliged to specify the scope of permissible equivalence.
