Mandatory monitoring: waste centres and waste stations

The object of the procurement is the environmental monitoring of waste treatment areas in accordance with the monitoring plans, which is the responsibility of the licensee, i.e. the Customer himself (Appendices 1.A-1. FG).

The contract is for a fixed period, after which it continues until further notice.

The fixed-term contract period includes;

Observation: 2023-2026

Reporting: 2024-2027

Environmental monitoring plays an essential role in monitoring the effects of the Client's operations and the state of the environment. Mandatory monitoring is always carried out in accordance with a valid monitoring plan based on an environmental permit. In practice, the carrying out of the monitoring may differ from the attached monitoring plans, which may be subject to changes during the contract period. Waste legislation, waste treatment operations and frameworks are in constant mid- and long-term change – and these changes also have a direct impact on the Client's environmental monitoring needs and monitoring plans.

The client's need is to find a service provider with overall responsibility who is able to produce the environmental monitoring of the sites in a uniform and high-quality manner, independently and within the agreed schedule.

The client supports the provision of the expertise of an experienced key person with additional points in the comparison of the tender process.

The service provider's task includes, for example, those included in the monitoring plans;

1) Water sampling and point field and gas measurements carried out during sampling. Sampling is carried out in accordance with the instructions and recommendations of the environmental administration.

2) Conducting laboratory analysis of water samples in accredited water laboratories.

3) Circular and annual reporting of results in accordance with the monitoring plans and the agreement, as well as reporting electronically as required by the authority. In the annual reports, the results are compared with the available historical data and environmental quality standards. In the case of groundwater and well water, comparisons are also made with the quality requirements and recommendations for drinking water.

4) The client may separately order additional work, which may include updating the monitoring programmes, planning and development work, extraordinary cooperation meetings, sampling and analysis outside the monitoring programmes, etc.
