The management plans are subject to a complete and periodic review every six years, in a cyclical process established by Directive 2000/60/EC (EU Water Framework Directive, hereinafter WFD), and by the Spanish legislation on the matter. In accordance with article 23 of Royal Legislative Decree 1/2001, of July 20, which approves the revised text of the Water Law, the Hydrographic Confederations have among their functions the preparation of the river basin management plan, as well as its monitoring and review. The Hydrological Plan of the Júcar demarcation 2022-2027 was approved by Royal Decree 35/2023, of January 24, which approves the revision of the Hydrological Plans of the river basin districts of the Western Cantabrian, Guadalquivir, Ceuta, Melilla, Segura and Júcar and the Spanish part of the Eastern Cantabrian river basin districts, Miño-Sil, Duero, Tajo, Guadiana and Ebro. From that moment, the review and elaboration of contents for the hydrological plans for the period 2028-2033 must begin, in a work that must be developed according to the different stages and procedures established by law, which has as final milestones the public consultation of the drafts of the plans at least one year before their final approval, that must occur before the end of 2027.La progressive and continuous concatenation of the works to be developed makes it necessary that these are configured within a single contracting process that extends during a period included in the five main years in which the stages of work and preparation of the revision of the plans are developed. In this period, which extends between 2023 and 2027 mainly, the work to be carried out in terms of preparation of initial documents, preparation of general studies of the demarcation, economic analysis of water uses, studies of pressures and impacts, preparation of the schemes of important issues, must be continuously configured, Preparation of documentation for the hydrological plan, preparation of programmes of measures, preparation of documents relating to strategic environmental assessment, development of public participation programmes, coordination with all competent administrations, etc. The proper development of all these activities requires continuity throughout the cycle of the work team. Another of the tasks to be developed by the Basin Organizations is the monitoring of the current hydrological plans, in accordance with the provisions of Articles 87 and 88 of the Hydrological Planning Regulations (Royal Decree 907/2007, of July 6). In particular, during the same time period in which the process of reviewing the plan for the next cycle is to take place, an annual monitoring report of the current plan must be made.
