The subject of this call is the conclusion of a framework agreement with several individual assessors in two lots on the support of the Competence Centre Education, Vocational Education and Training, Labour Market in the development of projects in the fields of labour market and employment, vocational education and training, basic education, higher education and science, youth by qualified experts. These projects are financed by the BMZ or other clients.
The aim is to unite several contractors (contractors) under these framework agreements. Lot 1 is to be made up of a maximum of 40 experts.
Due to the different qualifications of the experts in the respective lot, it is not possible to apply for both lots at the same time.
The framework agreements are planned for a term of 24 months (from the start of the contract) with an option for a one-time extension for a further 12 months.
Inclusion in the pool of experts under the framework agreements does not preclude reviewers from applying for other projects and tasks at GIZ and being commissioned.
Contractor Services / Requirements for Implementation
Reviewers in Lot 1 take over a management in bidding processes (incl. mission management) and therefore already have experience in the processes described.
An appraiser assignment (in further assignment) usually consists of:
1. Deliverables in the BMZ bidding process: "Preparation of the KSN" (C1) and "Project design and preparation of tenders" (C2) and, if applicable, "additional services" (C3 - see section 2.2.2).
And or
2. Deliverables in the EU bidding process (C4): "Preparation of the concept note" (C4a) and/or "Preparation of the Description of the Action (DoA)" (including the logframe matrix and a preliminary work plan) (C4b) and/or "Integration into the BMZ offer" (C4c).
For all sub-processes under C1, C2, C3, C4, there are binding standard process descriptions, format templates and fixed quality requirements.
The described services are expected by AN as standard for the respective processes. Depending on the specific requirement, however, individual services described may not be part of the requirement.
BMZ Angebotsprozess (C1 & C2)
The BMZ bidding process essentially comprises two sub-processes,
- (C1) "Preparation and preparation of a summary opinion (KSN)" and
- (C2) "Project conception and quotation preparation".
Both are closely interwoven and serve to strategize a project. Ultimately, the entire process aims to develop the module proposal (MV) including all associated attachments and, if necessary, other documents in accordance with the specifications valid at the time of creation for a new or follow-up project and is largely standardized.
Additional benefits in the BMZ bidding process (C3)
In addition to these processes, "additional services" (C3) are sometimes requested, including various GIZ-internal checklists, products and instruments (e.g. safeguards and gender checklists, gender analysis, in-depth environmental assessment, climate assessment, peace and conflict analysis (iPCA), data and information security).
EU-Angebotsprozess (C4)
This process includes both those funded by EU delegations in the respective partner countries and by individual Directorates-General in Brussels. The EU bidding process essentially comprises several sub-processes:
- (C4a) Creation of the concept note,
- (C4b) Preparation of the Description of the Action (DoA) including the log frame and a preliminary work plan,
- (C4c) Integration into the BMZ offer (concept paper, adaptation of the WiMa and/or amendment offer)
The Technical and Methodological Division of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH plays a quality-assuring role in the preparation of proposals for development cooperation projects. The Competence Centre for Education, Vocational Education and Training and the Labour Market regularly draws on qualified experts for these supply processes.
