General planning - Energy self-sufficient and climate-neutral sewage treatment plant Emsdetten-Austum - City of Emsdetten

The subject of the contract is all planning, monitoring and consulting services in connection with the general planning, the structural realization and the implementation of the project "Energy self-sufficient and greenhouse gas-neutral sewage treatment plant Emsdetten-Austum"

The city of Emsdetten is planning to upgrade the wastewater treatment plant in Emsdetten-Austum in terms of energy efficiency and to leverage the potential for reducing electricity consumption. In addition, the plant configuration is to be set up in a future-proof manner in various areas. Above all, the aspects of energy self-sufficiency, climate neutrality, further independence from operating materials (e.g. precipitants), a high degree of automation and regional integration into the energy cycle play an important role. As the largest single electricity consumer and emitter of direct greenhouse gas emissions (nitrous oxide and methane), the wastewater treatment plant has great potential to improve the CO2 footprint of the city of Emsdetten and reduce electricity consumption. For this purpose, the city of Emsdetten has commissioned the concept study "Energy self-sufficient and greenhouse gas-neutral sewage treatment plant Emsdetten-Austum", which is attached to the tender. Against this background, the Emsdetten-Austum wastewater treatment plant is to be converted into an energy-self-sufficient and climate-neutral wastewater treatment plant while continuing to use existing infrastructure.

A total of 16 measures are envisaged:

1. Measure 1: Replacement of the blowers and aerators for the oxygen supply in the activated sludge plant;

2. Measure 2: Replacement of slurry pumps;

3. Measure 3: Implementation of COD discharge (primary clarification or screening);

4. Measure 4: Renewal of sewage gas power generation and exhaust gas treatment;

5. Measure 5: Excess sludge disintegration;

6. Measure 6: Additional photovoltaic systems;

7. Measure 7: Wind power;

8. Action 8: Intelligent control of ventilation (AI controller);

9. Measure 9: Degassing in the digestion process to reduce methane emissions:

10. Action 10: Conversion to bio-phosphorus and phosphorus precipitation;

11. Measure 11: 4th purification stage for the removal of trace substances;

12. Action 12: Hydrogen production;

13. Action 13: Digitalisation, BIM, data management;

14. Action 14: Adaptation of the energy infrastructure at the wastewater treatment plant;

15. Measure 15: Extension of the process control system for the entire plant;

16. Measure 16: Operation of the emergency generator with hydrogen;

In addition, the following special services must be provided:

1. Implementation of CE conformity procedures in accordance with the Machinery Directive;

2. Execution of measurement programs;

3. Soil science construction supervision;

4. Consultancy services and testing before commissioning by an AwSV expert;

5. Updating the explosion protection document for the sewage treatment plant;

6. Species protection assessment, FFH impact assessment, etc. with regard to the wind turbine;

7. further economic considerations.
