Within NICE, the Quality Standards and Indicators Team as part of the Health and Social Care Directorate is responsible for producing Quality Standards and indicators for the Quality and Outcomes Framework (QOF) and Commissioning Outcomes Framework (COF).
The Health and Social Care Directorate wishes to appoint a contractor to:
— pilot QOF indicators in primary care,
— support health economic analysis of QOF indicators.
The contractor may on occasions be asked to pilot in primary care, quality indicators used in other frameworks.
The key objectives of the piloting service are to assess the feasibility, impact, barriers to implementation, acceptability and any unintended consequences of the indicators.
The key objectives of the health economic analysis are to advise on methods and provide reports on cost effectiveness of indicators.
The contractor will work in line with NICE methods and processes for development of QOF indicators. Documents describing the methods and process employed by NICE are available from the Institute’s website www.nice.org.uk.
The contractor should be able to start work from April 2013.
