DEVELOPMENT OF THE NWOW PLAN & SUPPORT OF TEAM(S)

This contract is a service contract within the meaning of Art. 2, 21 °, of the law of 17 June 2016 which concerns the following coaching services:

COACHING IN THE DEVELOPMENT OF THE NWOW PLAN

ERAP's mission is to support public administrations in their strategic approach and the implementation of NWOW. It is in this context that the school provides support that aims to support each local authority, in a targeted and personalized way, in the construction of an NWOW plan aligned with the organizational strategy.

ACCOMPANIMENT OF TEAM(S)

The transformations experienced within administrations require changing the modes of collaboration, practices and working methods within teams to spread agility, trust and co-responsibility at all levels.

ERAP's support aims to challenge the way teams operate, regulate any difficulties, optimize collective dynamics, support the deployment of new practices/working methods in order to promote the success of change projects.

Coaching in the development of the NWOW plan

1. Analyze the current work environment (AS IS) and establish a diagnosis of the existing in the NWOW field

The essential prerequisite for the preparation of this diagnostic phase is based on an analysis by the successful bidder of the existing documents, the PST, the HR action plan, risk analysis, etc.

• Support the administration in the completion of a questionnaire asking them about their practices as well as the tools used

• Based on a diagnostic tool, determine the NWOW maturity level

• Map ongoing projects

• Analyze risks, identify their level of criticality

• Carry out the assessment of strengths/ weaknesses/ opportunities/ threats (SWOT matrix)

• Support the administration in the completion of a synthesis of strengths and weaknesses with integration of internal and external constraints as well as conditions for success

2. Define the future working environment (TO BE)

• Bring out ambitions

• Project on the evolutions to be implemented: What level of maturity to reach in the different NWOW dimensions?

• Build a shared vision aligned with organizational strategy

• Define the scope of the NWOW approach

3. Support the administration in the construction of an NWOW plan

Based on the data collected, the coach accompanies the administration in the construction of a NWOW Plan proposal

• Develop objectives and translate them into projects

• Integrate actions to control identified risks

• Identify priorities, steps, interdependencies

• Develop a roadmap/timeline

• Clarify resources (financial, human), capacity for change, success criteria and points of attention

• Develop indicators to allow the evaluation of the strategies selected (impact, achievement and result)

• Clarify the means of coaching and training to be implemented to achieve the objectives set

• Depending on the context and challenges of each administration, feed the collective reflection and advise on the priority steps to be taken to validate and disseminate the NWOW plan.

4. Support the administration in the evaluation of the NWOW plan

Accompaniment of team(s)

Accompany the establishment of an inventory of the functioning of the team:

• What are the needs? What is at stake?

• What are the obstacles to collective effectiveness?

• What are the strengths, points of support and development potential of the team and each member?

• What are the skills and motivations?

Support the construction of a shared action plan including, the axes of priority progress, in terms of collective performance, cohesion & team spirit, communication & change management.

Support the team in the implementation of the action plan:

• Support the definition of fundamentals

- Identify the expectations of internal and/or external "customers"

- Define the collective mission and objectives of the service

- Support the definition of shared values to give meaning to the action of the teams

As the support for the development of job descriptions (mission, activities and skills) is carried out by the ERAP project manager, it is not included in this programme.

• Define, in a participatory approach, the rules of the game of collective action / principles of collaboration

• Develop common tools

• Define the modalities of information flow in the team

• Build operational solutions to support the evolution of the team.
