1. Object and aim of the procedure:
Concept assignment of a municipal property in the new development area “Altdorfer Oesch” in Baienfurt with design expertise.
The new development area “Altdorfer Oesch” in Baienfurt is already developed and the municipality of Baienfurt intends to allocate the municipal property (as a total property), parcel no. 290/21, with a plot size of 3 257 m
According to the usage template, individual houses with up to 3 full storeys and a maximum of 6 residential units per building are permitted. An underground car park is to be provided for the accommodation of motor vehicles.
The aim is to create a mix of flexible floor plan typologies for a mix of apartments with smaller apartments, family-friendly apartments and age-appropriate apartments. An apartment mix with a tendency to 2-3 room apartments is to be sought. The share of rental housing must be at least 30%. At least 30% of the rental apartments must be built as affordable housing with a minimum of 15% below the local rent and a term of 20 years.
This means:
— 30% rental apartments = 100% affordable housing,
— 100% rental apartments = at least 30% of affordable housing.
When defining smaller housing units, it may be necessary to change the legally binding development plan with regard to the maximum number of dwellings per building in the follow-up.
It is in the interest of the municipality of Baienfurt to find a forward-looking solution for the urban planning concept, design, social criteria and sustainability (energy and ecology) for development as part of the sale of land. The proposed urban planning concept must be implemented, if necessary, taking into account the change requests by the municipality.
In the first stage, 3-5 bidders (developers, contractors, cooperatives or associations) are selected to participate in the design report on the basis of the selection criteria set out in the application documents.
The bidders selected for the 2nd phase are commissioned to provide a design report.
2. Procedure:
The procurement procedure is divided into two stages. In an open competition (1st stage), interested companies may apply to participate in the negotiated procedure. For this purpose, required exclusion, selection and selection criteria shall be provided and demonstrated (see Section III.1) and participation documents. The bidders selected for the 2nd stage will be commissioned to carry out a design report. The design report will be remunerated with EUR 4 000 net. The result of the design report is, among other things, an award criterion. Subsequently, all level 2 bidders will be able to present themselves personally to the contract in a negotiation. The contract shall be awarded to the tender, which has the highest overall score after the evaluation of the award criteria (see Section II.2.5) and award documents).
3. Order:
The assignment is subject to the approval of the project by the municipal council of the municipality of Baienfurt.
