The contracting authority is the Telemark and Vestfold Counties.

Telemark County is the host county for the procurement co-operation VT Innkjøp, which is responsible for the implementation of the tender competition.

The contract´s content and extent.

The framework agreement includes the delivery of teaching aids to sixth form colleges and other municipal education activities. The framework agreement can also be entered by other municipal/county entities that have a need for materials for learning. The contract does not apply to the procurement of books for school libraries and other public libraries (separate contract).

The agreement includes book groups 1 and 8 in accordance with the Norwegian Publishers' Association book agreement.

The agreement is obligatory for the sixth form colleges.

The total value of the contract is 15 000 000 NOK, excluding VAT per annum. The value must be considered as an estimate and is not binding.

The contracting authority.

The contracting authority is the Telemark and Vestfold Counties.

Telemark County is the host county for the procurement co-operation VT Innkjøp, which is responsible for the implementation of the tender competition.

The 2 counties have a total of just over 420 000 inhabitants and approx. 3 800 employees. The counties are politically governed at regional administration level, with their own county council and county mayor as the top manager. The 2 counties have their own administration with the accompanying entities. The counties have an important assignment in society and are central development actors. The main assignment is to operate and develop the counties within sixth form college education, transport and dental health and to see to the role of regional development actor by facilitating the development of businesses and jobs, influencing how areas are used, preserving cultural memorials, landscape and environment qualities.

The counties are actively working on digitalising services and work processes. It is important to ensure good future-orientated systems that support fully-digitalised work processes. Joint ICT platforms and systems must be modern and have good availability and performance. This also applies to this contract.

Vestfold County.

Telemark County.

The Norwegian Parliament has decided that the county structure in Norway shall change. Vestfold and Telemark fylkeskommune are currently 2 separate counties. As a result of the Norwegian Parliament´s decision, Vestfold and Telemark will be merged into a new county from 1.1.2020. The new large county (New Vestfold and Telemark County) will have the new organisation number 821227062. The contract may be transferred to New Vestfold and Telemark County during the agreement period. Approval from the supplier is not required for the new county to enter into the current agreement with the supplier.

The contract will be transferred to a new legal unit with a new organisation number. The contract will continue on verbatim terms as stated in the competition terms for this tender contest.

The total value of the contract is 15 000 000 NOK, excluding VAT per annum. The estimated value is based on statistics for the procurement of equivalent products for a similar buyer group for previous years, as well as future budgets. The value must therefore be seen as a non-binding estimate.
