The procedure referred to in this selection notice aims to select one or more third sector entities to become partners of the Union in the process of co-planning and managing innovative actions aimed at welcoming, protecting and integrating of applicants and holders of international protection under the SIPROIMI system. The third sector entities must therefore take an active role by investing own resources and proposing innovative and additional design solutions with respect to the minimum mandatory services referred to in art. 34 of DM 18.11.2019.
The Union remains the owner of the initiative. The Union has the active role of coordinator and supervisor of the funded project.
The subject of this notice is the reception, integration and protection services aimed at migrants seeking asylum and refugees within the SIPROIMI network for the three-year period 2020/2023, pursuant to the decree of the Ministry of the Interior of 18.11.2019.
Specifically, the Union intends to join the reception and integration system promoted by the Ministry of the Interior and local authorities, called SIPROIMI (protection system for holders of international protection and for unaccompanied foreign minors), providing for the indicated reception system. from the guidelines referred to in the decree of the Ministry of the Interior of 18.11.2019, published in the Official Gazette no. 284 of 4.12.2019, or by activating SIPROIMI projects relating to the reception of the subjects referred to in art. 3 of the guidelines approved by the aforementioned decree, or «holders of international protection» for a maximum number of 75 posts.
The main objective of SIPROIMI is the (re) conquest of the individual autonomy of the applicants / holders of international and humanitarian protection accepted, understood as their effective emancipation from the need to receive assistance.
From this point of view, welcomed people are placed at the center of the protection system, not as mere passive beneficiaries of interventions arranged in their favor, but as active protagonists of their own path of welcome and social inclusion.
This entails the creation of an "integrated" reception system in which the basic material interventions, such as the provision of board and lodging, are contextual to services aimed at promoting the acquisition of tools for individual autonomy.
According to this approach, the implementing entity must therefore direct the planning and implementation of reception activities, ensuring maximum collaboration with the Union representatives.
The interventions and activities covered by this notice take place in the Empolese Valdelsa area and more specifically in the municipalities of:
- Empoli,
- Castelfiorentino,
- Certaldo,
- Fucecchio,
- Gambassi Terme.
The implementing body undertakes to use the official logo of the Ministry of the Interior and SIPROIMI.
The estimated cost of the project is EUR 1 141 537.50 per year for a total cost on a three-year basis of EUR 3 424 612.50 (corresponding to the cost relating to the maximum number of seats that can be activated - n.75 - based on a cost daily amounting to EUR 41.70 per person - for 1 095 days).
The selected actuator will operate in the co-planning phase and in the subsequent action phases relating to the management of the service.
The latter presumably will run from 1.7.2020 to 30.6.2023 without prejudice to any extension ordered by the Ministry of the Interior with the possibility of project revisions at managerial and / or organizational and budget level and with the possibility of extensions.
