The city harbor of Wesel is located on the Rhine River, the largest European waterway in the immediate vicinity of the Wesel-Datteln Canal, Germany's busiest inland canal. This provides an ideal connection to the ARA ports (Antwerp, Rotterdam, Amsterdam) and in the direction of southern Germany. The all-German canal network and the Eastern and Southern European countries are optimally accessible via the Wesel-Datteln Canal and the Rhine.
DeltaPort is the owner of a property with a size of approx. 12,000 m in the Wesel city harbor area
Within the framework of the award procedure presented here, one or more settlers should be selected for this property, who will operate it for handling and storing bulk goods. The property can be given as a whole or in parts. Awarding as a whole is preferred and given priority.
The property will be handed over to the settler (s) within the framework of a heritable building right contract / several hereditary building right contracts (each with an obligation to build and operate the contractually defined structures and facilities in accordance with the port-related use - handling and storage of bulk goods). The applicants / applicant groups or bidders / bidder groups (hereinafter referred to collectively as "bidders" regardless of the state of the procedure) are checked in this regard for their suitability and for the fulfillment of the minimum requirements for the settlement project.
The property is located in the north-western area of the Wesel city harbor. It is located in the first row to the public quay and the rail infrastructure of the Wesel city port ("Hafenbahn"). The latter is connected to the DB Oberhausen-Emmerich line via the national rail network at Wesel station. The property is accessible to road traffic via Hafenstraße.
DeltaPort has its transhipment operations carried out in the city harbor via the quay edge and the port railway via a transshipment licensee selected as part of a Europe-wide tender. This handling concessionaire is obliged to offer handling services to every interested customer in a non-discriminatory manner. The future leaseholder also has the gem. Leasehold contract to handle guaranteed quantities through this concessionaire. Every bidder must take this into account when drawing up an offer.
The negotiation process is structured as follows:
1.Participation competition
DeltaPort will first conduct a participation competition, in the course of which the suitability of the interested bidders will be checked.
2. Indicative offer
Suitable bidders who have submitted an application for participation in the property or, if applicable, a sub-area of the property, are requested to submit initial indicative offers.
As far as only one settlement project guarantees a full occupancy of the available space, negotiations will primarily take place with this bidder.
As far as several settlement projects guarantee a full utilization of space or none of the settlement projects cover the entire approx. 12,000 m
If multiple settlements can be realized side by side, DeltaPort reserves the right to also start negotiations with the bidder, whose settlement project would still be possible in addition to that of the best bidder. If several second projects can be realized in addition to the best bidder's project, the selection will be made based on the result of the evaluation ("Best bidder sub-settlement").
3. Negotiations
The best bidder (and, if applicable, the best bidder secondary location) receives an invitation from DeltaPort to start negotiations and the bidder is informed of the start of the reservation period. The best bidder can submit a notarized offer to DeltaPort until the end of the reservation period for the final negotiated version of the leasehold agreement.
