The study consists of the preparation of a feasibility study, an accompanying communication and participation process, the preparation of a design study up to and including the follow-up of the tendering procedure, the supervision of the execution of the works, the disconnection study of the private lots and any additional studies related to the assignment as described in detail in the technical regulations in these specifications.
The assignment is divided into three parts, which in turn are divided into various fixed and conditional partial assignments:
Part 1: infrastructure study.
- sub-assignment 1A - fixed part: feasibility study,
- sub-assignment 1B - fixed part: design study up to and including follow-up.
From the tender procedure:
- sub-assignment 1C - fixed part: supervision of the execution of the works,
- sub-assignment 1D - fixed part: participation process.
Part 2: disconnection study:
- sub-assignment 2A - conditional part: layout of disconnection study,
- sub-assignment 2B - conditional part: inspection of private parcels.
Part 3: Additional studies related to the project
- sub-assignment 3A - conditional part: study soil intake,
- sub-assignment 3B - conditional part: feasibility study utility lines,
- sub-assignment 3C - conditional part: various studies.
The contractor submits a quotation for the full scope of the assignment, including the fixed and conditional parts. However, the award of the contract only entitles the contractor to the execution of the fixed parts. The conditional parts will be executed when during or after the execution of the fixed part it appears that an additional sub-assignment is required. The execution of a conditional part depends on a separate decision by the contracting authority that will be served on the contractor.
The non-performance of one or more conditional parts does not entitle the contractor to any compensation of any kind.
In the pricing of his tender, the tenderer takes into account that the general costs and profit must be proportionally divided over the various sub-contracts. The contracting authority will specifically monitor this in its price analysis.
