The contracting authority will procure a quality system that will cover New Troms County's needs for digital support within comprehensive quality management. The contracting authority wants a proven and standardised system that makes it possible to meet the requirements of ISO 9001 and other relevant standards, laws and requirements that are/will be applicable to counties. The county's goal is for the entire organisation to have implemented the new quality system by December 2024.
In connection with the regional reform, New Troms has undergone a major restructuring process, including a merger with Finnmark County from 2020, followed by a division of the administration from 01.01.2022 and a formal division of the counties from 01.01.2024.
The board of directors for New Troms introduced portfolio management for the administration in Troms from autumn 2022 as a model for corporate governance. Our goal is to ensure that quality work and portfolio management are viewed in context, and we intend to achieve this by ensuring familiarity and expertise through joint collaboration arenas and a shared management system, among other things.
The county will work on continuous improvement to optimise the quality and efficiency of processes and to simplify and/or automate interaction and work tasks. Working methods and tools that can support learning and improvement are important for the county, including that managers can easily keep track of their areas of responsibility in terms of the use of the quality system, plans, risks, statuses of cases and results.
