The German Energy Agency GmbH (dena) has been commissioned by the Federal Ministry for Economic Affairs and Energy (BMWi) to carry out the project “Energy partnerships with countries of Eastern Europe and Central Asia”. For ongoing implementation, the provision of a secretariat on site is envisaged that co-represents the energy dialogue in the country and ensures smooth communication on site. The contractor will provide the Energy Secretariat in the German-Russian Energy Dialogue (ED Secretariat).
The German-Russian energy dialogue is intended to contribute to deeper bilateral cooperation in the energy sector and support the transformation of the Russian energy sector. The modernization of the energy industry, the expansion of renewable energies, energy efficiency and climate protection can be identified as overarching topics of cooperation. The German-Russian Energy Dialogue offers both sides a common framework for political dialogue and cooperation in the energy sector and aims to create synergies between existing bilateral activities in the energy and climate sector.
The German energy dialogue is coordinated by the BMWi in close coordination with other departments and, on the Russian side, by the Ministry of Energy and the Ministry of Economic Development. The energy dialogue is implemented in bilateral meetings and thematic working and sub-working groups (AgN and UagN).
In order to implement the energy dialogue with Russia, dena is establishing an on-site secretariat (ED Secretariat) on behalf of the BMWi that co-represents the energy dialogue in the country, supports the implementation of the energy dialogue and ensures smooth communication on site.
The Secretariat supports dena and the Federal Government in implementing the energy dialogue in terms of organisation and content and in exchanging ideas with the partner country. As a local partner, the secretariat is involved in the conception and implementation of the energy dialogue, represents dena on site and contributes to the networking of German and international activities in Russia. In the partner country, the energy secretariat is the contact point for German diplomatic missions and national partner ministries on relevant topics in the context of the energy dialogue. The secretariat supports dena in contacting representatives from politics, business, science and civil society in Russia and integrating them into the energy dialogue. The Secretariat has a special role to play in stakeholder management in Russia, the implementation of events in Russia and monitoring (energy) political developments.
