Framework agreement on media procurement for the Danish Health and Medicines Authority

The tender shall be conducted as a restricted tender under Title II of the Procurement Act. The tender includes two phases: an application phase and an offer phase.

- The framework agreement covers media strategy and procurement for the Danish Health and Medicines Authority (hereinafter referred to as SST). The framework agreement can be used by all entities at SST.

- SST performs various tasks, supported by communication and advertising on a wide range of media platforms in order to reach different target groups.

- SST's services will vary in content, messages, etc. throughout the term of the framework agreement. The actual distribution and final scope of services is determined by the current orders of the SST. SST does not know the final need for media insertion, it varies and depends partly on the ongoing communication, planned projects, and partly on the special situations that may arise, e.g. epidemics, war, etc.

- The framework agreement is estimated to have an expected annual consumption of approximately DKK 10 million. The value is determined based on previous years' consumption, excluding the special effort during COVID-19.

- The framework agreement is expected to be concluded with 2 suppliers. The specific tasks to be solved under the framework agreement will be awarded on the basis of either direct award (tasks with a value below DKK 2 million) or by reopening competition (mini-tender) to one of the framework agreement's suppliers. The procedures for direct awards and mini-tenders are described in detail in the tender documents (Annex G, Framework Agreement without Annexes).

- Contracting entities refer to Annex B) Pre-qualification conditions for a detailed description of the process for the application phase and the guidelines for submitting an application, communication between the applicant and contracting entities and information on the application process.

- The prequalified applicants (tenderers) must offer a team where permanent key personnel are allocated to perform services under the framework agreement. The tenderer must offer 4 key persons, of which one of the offered key persons will act as project manager. For more information on the tender phase, including the guidelines for the submission of tenders, please refer to Annex C) The specifications.

- the value specified in point II.1.5) is indicated as the maximum value of the Framework Agreement. The value is determined on the basis that the contracting entity makes use of one of the two options in point 3.3 of the Framework Agreement. See, moreover, point II.2.14) below.
