A three year evaluation of the development, implementation and effectiveness of the integrated commissioning arrangement put in place by NHS City and Hackney Clinical Commissioning Group, The City of London Corporation and the London Borough of Hackney. NHS City and Hackney Clinical Commissioning Group, The City of London Corporation and the London Borough of Hackney have formed an integrated commissioning partnership as part of the London Health and Care Devolution Programme. The partners would like to procure an evaluation of the process of implementation and the effectiveness of the new integrated commissioning processes and structures, including quantifying any improvements in outcomes for our populations, and whether integrated commissioning has allowed for more efficient use of resources. The anticipated value over the 3 year contract period is 350 000 GBP. Bids outside of the financial envelop will score 0 marks.

The partners intend to commission a detailed process and impact evaluation of the City and Hackney integrated commissioning programme. The process evaluation will analyse the development and implementation of the integrated commissioning arrangements, how this matches evidence on factors needed for successful integration and the impact so far on decision making processes; whilst the impact evaluation will assess how our interventions have affected individual and population outcomes, and any improvement in value for money obtained for services locally.

The evaluation will be formative, taking place early in the programme in order to provide a learning to shape the delivery of the second and subsequent years of the programme. The evaluators, once appointed, will work with the Evaluation Steering Group, the City and Hackney Transformation Board and the Integrated Commissioning Boards to define the parameters and methods of the evaluation, and provide conclusions on the impact of integrated commissioning.
