Education and training services. Provision of training services to support the delivery of air and space power at RAF Cranwell and RAF Halton. The contract duration will be 5 core years plus 2 x 1-year options and the proposed Contract start date is 1.4.2020 for the winning contractor to commence modular design preparation work ready to commence delivery at RAF Cranwell and RAF Halton from the 1.9.2020.
All RAF personnel must receive a solid grounding in air and space power and their application in a military context. This requirement will require suitably qualified and experienced trainers, who are competent in the use of modern technologically enhanced learning methods and possess a range of facilitation skills, all of which are designed to create the optimum learning environment. The academic support services required will therefore include:
— delivery of specified air and space power objectives and learning points,
— utilisation of technology enhanced learning and blended delivery methodologies,
— development and maintenance of lesson plans and supporting material on the Virtual Learning Environment,
— production and delivery of formative and summative assessments, and; organisation of coaching/developmental activities to maximise individual performance.
The contractor is to design and deliver 9 standalone air and space power modules that can be independently accessed by remote students.
Off payroll (manpower based) contracts — mandatory tax arrangements of public appointees:
— the off payroll rules (Intermediaries Legislation — IR35) for working in the public sector are in place to ensure that where a worker would have been an employee if they were providing their services directly, they are broadly paying the same tax and National Insurance Contributions (NICs) as an employee,
— the authority has decided that the provision of this service is out of scope of this legislation, for this particular requirement.
