The district of Heinsberg is the responsible local authority for the takeover and recycling of waste paper and thus for the tendered service, both the client and the tendering body. The responsibility for the collection of waste paper lies with the cities and municipalities belonging to the district and is not the subject of the tender.

The aim of the award is the sustainable economic recycling of waste paper, taking into account the transport costs for the cities and towns belonging to the district that are obliged to collect the waste paper. The total service advertised includes the takeover of 18,000 Mg / a to 22,000 Mg / a and recycling of the entire quantity, with billing taking place separately according to local authority and the proportion of PPK packaging. The total service will be awarded in one lot.

Waste paper within the meaning of this invitation to tender is the paper, cardboard and cardboard fraction collected in the district by the cities and municipalities belonging to the district, including the contaminants thrown into containers and containers or attached to the bundles.

The district of Heinsberg cannot guarantee the contractor any particular waste quality. The waste paper is handed over to the contractor in the same way as it is collected from the municipalities and the Heinsberg district. The tendering agency draws attention to the fact that the amount of waste paper to be treated monthly is subject to fluctuations over the course of the year.

The service to be awarded essentially comprises the individual services described below:

- Provision (at least) of a takeover point and takeover there and weighing of the waste paper collected by the municipalities belonging to the district / by the district of Heinsberg or a third party representative in the district's area

- Carrying out all the transports that are necessary for the recycling of the waste paper and the disposal of the contaminants;

- if necessary, delivery of partial quantities of the waste paper to third parties designated by the Heinsberg district; partial quantities are only handed over in accordance with the instructions and instructions of the Heinsberg district;

- material recycling or marketing of the waste paper in legally approved facilities (including any additional services such as pressing and sorting);

- Documentation of the receipt and whereabouts of the quantities of waste paper delivered, broken down by quantity, type, supplier / origin (municipality / district) and recipient / system;

- Verifiable disposal of any sorting residues or contaminants that may occur, stating the quantity and the disposal system.
