The purpose of this framework agreement is to provide all the intellectual services necessary for the artistic, technical and communication coordination of urban art frescoes on the territory of the municipality of Joinville-Le-Pont. These murals will be created primarily on communal properties or other public managers. They may also be incorporated into events organized by the City on an ephemeral basis. This is a framework agreement with multi-awardee follow-on contracts whose number of holders will be limited to three (3), subject to a sufficient number of applications and tenders. All subsequent contracts will be concluded with a minimum of 150,000 euro(s) excluding VAT and with a maximum of 1,500,000 euros, excluding VAT over the total duration of the contract, i.e. one year renewable 3 times one year
the themes will be defined at each subsequent contract, but four main dimensions are presented in the CCP with the aim of challenging but also recalling the memory of the City and its rich history. It will also lead to new perspectives on the communal heritage, whether tangible or intangible, and thus contribute to new appropriations of the sites invested. They must be based on exchanges with users, inhabitants and local artistic, cultural and heritage actors. Each work must address the diversity of the inhabitants and audiences of the territories concerned, encouraging encounters and the creation of links. Participation in part of the process of making the works as well as the implementation of a program of cultural actions related to the themes will be desired. They must be thought out and implemented with respect for the environment and biodiversity, and in accordance with the principles of sustainability. The works will be exhibited outdoors, in a public space, and must comply with current safety and security standards. In particular, the materials used must withstand climatic stresses, be durable and waterproof, resistant to wind, snow and fire, and present no danger to the public
