Flytoget would like to develop its own IT operational model by establishing standardised services to the greatest possible degree on a cloud based platform, with a high degree of flexibility and availability, based on consumption costs.
Where possible and expedient, the applications shall be delivered as services with contractual availability and a high degree of flexibility with a focus on security.

We are looking for a supplier who can establish and manage the new IT operational model and function as an operational partner in cooperation with Flytoget.
It is up to the tenderer to offer the cloud service that is deemed to be most suitable to meet Flytoget's current and future needs, either as a public, private or hybrid cloud service. It is a prerequisite that the Contracting Authority owns, licences or in another way can maintain the services in the operational model in any future partial or full change of supplier.
The offered system must be amongst the tenderer's strategic and long-term priority areas and a core service in the tenderer's offered services.
The procurement will be based on SSA-D with the accompanying annexes and carried out as a two-stage competition, with negotiations in accordance with the Utilities Procurement Regulations § 9-1 (1). Negotiations can be held without a separate negotiation meeting. Flytoget will choose a minimum of three of the qualified tenderers for further participation in the competition, provided that there are sufficient qualified tenderers.
The aim is to sign the contract in November 2018, with a start-up date in mid December 2018. The longest contract length, including options, is eight years from the date it is signed.
The award criteria are split into 2: Quality (70 %) and cost (30 %). The following will be emphasised under quality:

Regarding costs, it is the total cost with an emphasis on the following:
