The Assignment consists of a framework agreement for the delivery, implementation, management and maintenance of a Planning and Budgeting software package for the benefit of Family Assistance and the provision of the associated consultancy. This framework agreement is concluded between Family Aid and 1 participant. A brief description of the Assignment can be found in Appendix 2. The project definitions that will be added to the Gunnings Guide 1 and others will be further described and explained.
The Contractor is responsible for supplying, implementing, managing and maintaining a planning and budgeting software package for 6 years.
Moreover, this government contract is a joint contract between Familiehulp vzw, Familiehulp Kinderdagverblijf De Speelboom vzw and Goed Wonen vzw where Familiehulp acts as pen holder (art. 48 of the law of 17.6.2016). The contract will provide for separate payments for each of these entities.
The Contracting Authority regards a Planning and Budgeting software package as an integrated software package that supports all aspects and parts of budget preparation and budget follow-up for all 'components' of recurring operations and for future projects. The Contracting Authority also wishes to be supported in this through consultancy.
The Planning and Budgeting software package must be user-friendly and easily consultable.
The software must be able to be built around the complex structure of Family Help and where possible, links must be made to other software packages that are used within the organization.
The specific technical and functional requirements will be explained in the specifications in the context of the award phase.
The possibility must be explicitly provided for starting in phases with the possibility of subsequently expanding to the tailor-made and pace of the contracting authority concerned.
The objective of this Assignment is to purchase parameterizable standard software. However, the Contracting Authority assumes that certain adjustments to this standard software will be necessary. Where such adjustments could be used by the various entities that will purchase services under this Assignment, it is intended that:
- such adjustments are only ordered once,
- the various entities are all entitled to these adjustments,
- the costs of these adjustments are shared by the various entities.
Further explanation will be provided in the Specifications.
The Contracting Authority also reserves the right to extend the use of the new application to other and / or new divisions and / or services of the Contracting Authority concerned (which could thus also be the subject of the framework agreement; the Contractor may not claim rights to such an extension).
For the purposes of this selection phase, the Assignment is further explained in Appendix 2 to this Selection Guide.
The contracting authority reserves the right to allow a one-off regularization.
