Based on the Agreement between Brabrand Housing Association and Aarhus Municipality on the renovation and development of Gellerup and Toveshøj (2019), Toveshøj will be developed in the period 2024-2030. The agreement means that 200 homes will be demolished in Toveshøj, while the remaining social housing units in the department will be renovated.
Therefore, Brabrand Housing Association and Aarhus Municipality have decided to prepare a strategic district plan that will frame the strategic development of the district and contribute to Toveshøj's transformation from a socially vulnerable residential area to an attractive district. The preparation of the strategic district plan will contain a number of sub-deliveries that will contribute to the municipality and housing association being able to prepare a master plan for dept. 5 to the National Building Fund (LBF master plan), which will ensure financing of renovations, demolitions and upgrade of the public outdoor areas.
This Tender Ordinance invites interested people to request participation in the tender.
The tender includes advice in connection with the preparation of a strategic district plan for Toveshøj and adjacent areas, and in addition input for the preparation of an LBF master plan for dept. 5 Toveshøj. The LBF master plan is expected to be approved by the end of 2023 and it is therefore expected that sub-elements for its preparation will be ready during the spring of 2023. The overall strategic district plan is expected to be submitted to Aarhus City Council for approval at the end of 2024.
In general, the Consultant shall provide the following services and subject areas (not exhaustive):
- Analysis and assessment of development potential.
- Market analysis for assessment of building plots and expected revenue from land sales.
- Clarification of planning and neighboring conditions, including elucidating any environmental conflicts that may exist in relation to nearby industries.
- Proposals for divestment and new construction.
- Preparation of a strategic district plan, which will generally include a physical, strategic, economic and schedule for the development of the district.
- Provide services for the preparation of the LBF master plan for dept. 5 Toveshøj.
The consultant will solve the task as joint advisor to Brabrand Housing Association and Aahus Municipality, and during the process he will deliver products and formats that benefit both parties. As a mandate for the strategic district plan must be secured by both Aarhus Municipality and Brabrand Housing Association, it will be necessary that the consultant has an understanding of and can navigate within this field. In addition, the task will be solved with involvement and in collaboration with a wide range of other stakeholders, e.g. department board, the surrounding neighbors such as Bazar Vest, business, Gellerup, school and a future light rail / BRT.
