The Tender describes the need for a new boiler island incl. an external economizer.
The tender is conducted as a public procurement under Article 45(3) of the Utilities Directive, Directive 2014/25/EU of 26. February 2014, with a shortened tender deadline, due to urgency.
DIN Forsyning Varme A/S in Esbjerg, Denmark is in the process of replacing the heat delivered from the existing coal fired power station (ESV3) which is currently planned for de-commissioning 1st quarter of 2023.
DIN Forsyning Varme A/S has decided to establish new base load production capacity to replace the heat previously purchased from Ørsted A/S with new heat production facilities to be located in harbour area close to the existing peak load plant City Centralen and existing heat accumula-tor tank and distribution pumps.
There will be established 60MW wood chips fired boiler line, 50MW heat pump and 40MW of electrical boiler.
The Contract Agreement is based on Green FIDIC SHORT FORM of Contract First Edition 1999.
DIN Forsyning Varme A/S intends to enter the Contract with one Contractor for the delivery of the wood chip fired boiler island.
The Tender describes the need for a new boiler island incl. an external economizer. The pressure part was originally set to be included in the Works by the selected Contractor to Lot E. However, since the selected Lot E Contractor failed to deliver a pressure part in compliance with the valid norms and standards, the Employer has been forced to ask for the pressure part elsewhere. Hence, this Works consist of the pressure part only based on the specifications relevant for the pressure part and the Works consequential relevant for the purpose of replacing the defect pressure part is referred to as Lot E2.
The Employer thus asks for a new pressure part (incl. external economizer) within the battery limits and according to the requirements as specified within Annex 2 of the call for tender material. The Tenderers shall bear in mind that given the experiences encountered to date, the Employer will play special attention to that the quality requirements according to the PED are fulfilled. – Also, special focus as to fulfillment of the needed performance can be attained in a similar configured/sized pressure part within the confinements of the Employer’s layout design will be an important assessment factor of the Employer.
