The Authority (comprising of five Registered Social Landlords operating in the South and Mid Wales area) intends to establish a Framework Agreement with qualified and experienced organisations for its main contractor construction services for a period of 3 years, with the option to extend the Framework Agreement for an additional period of 12 months.
Whilst Call—offs under the Framework are expected to be predominantly on a Prime Contracting basis, it is also anticipated that Call—offs will be via the Design and Build route. Other forms of contracting may also be used where required by the Authority.
The Framework Agreement shall be divided by geographical regions as follows. Note the number of Framework Suppliers to be appointed to each geographical region is also shown: —.
Geographical Regions.
1. Ceredigion – Up to 4 Framework Suppliers
2. Pembrokeshire – Up to 4 Framework Suppliers
3. Carmarthenshire – Up to 4 Framework Suppliers
4. Swansea/Neath Port Talbot and the East – Up to 8 Framework Suppliers
Call—Offs conducted under the terms of the proposed Framework Agreement may be awarded based on the Most Economically Advantageous Tenderer or on a Lowest Cost Tenderer basis. The award criteria used for each Call—Off shall be informed to Framework Suppliers prior to each Call—Off. Further details shall be made available at the Invitation To Tender stage.
Community Benefits apply to this contract, Further details: The Authority seeks to promote the expansion of Targeted Recruitment & Training (TR&T) within its Contracts. For the purposes of this Contract, Targeted Recruitment & Training will be considered as a non core element however the Authority intends that through positive engagement with the Contractors that TR&T can form an effective and valuable contribution to this Contract over its lifetime.
