In order to accompany teams, managers and collaborators in this exercise, an offer of human resources services must be organized for the SPW and IPO/beneficiary entities subject to the Public Service Code.
The idea is to allow a reallocation of human resources within the organization and does not imply, at any time, the dismissal of the staff concerned. The objective of the BBZ program and HR support is to reallocate human resources in a coherent, effective and efficient manner, but above all in the most humane way possible. There is no saving target on human resources budgets.
This support mission, which is the subject of this contract, consists of two lots:
1) support for managers and their team;
2) accompanying staff members.
For each of these lots, the selected provider:
— collaborate with the relevant HR departments to co-construct an HR support methodology as part of the implementation of BBZ's HR support, in order to ensure a consistent service offer whether provided by internal resources of the administration or through the external;
— make available resources whose qualifications will be specified below and which will be requested in order to apply this support methodology in perfect collaboration with the relevant HR departments.
Support for managers and their team— development of a methodology to support managers and teams;
— provision of resource persons able to carry out accompanying missions in accordance with the defined methodological framework.
Accompaniment of staff membersA) develop a methodology for accompanying staff;
B) provide resource persons able to carry out accompanying missions based on methodologies and tools as developed in the context of the repeated missions.
