Harstad Municipality needs to procure a new patient journal system.

The core functionality of the patient journal system (electronic patient journal/EPJ) is to meet the requirements concerning documentation of health help. In addition there is a need to solve challenges related to prioritising health help, logistics, administration, payment systems, reports, and communication with the patient throughout the entire treatment of the patient.

The goal is that the system contributes to good professional quality, good patient safety, good cooperation on and with patients, fulfilment of requirements for information security and personal protection, good user experiences for employees, as well as giving patients the best possible experience when they contact the municipality's health services.

This is the qualification phase of the contest. After the qualification phase, there will be a tender phase for the suppliers that are invited to participate.

In this phase, only requests for participation and responses to the rejection grounds and the qualification requirements are to be submitted. Tenders, prices, description of solution, response to requirement specifications or equivalent must NOT be submitted.

After the completion of the qualification phase, the contracting authority will invite up to five suppliers to submit tender offers. If more suppliers qualify, the ranking will be done in accordance with the qualification requirements connected to experience and technical resources.

After invitations to submit tenders are sent, all of the invited suppliers will be given a new deadline (tender deadline) to submit tenders. NB: The contest documents for the tender phase are already attached for information. The tender documents must not be answered before receiving an invitation to submit a tender. Minor updates/changes may be undertaken at the start of the tender phase (for e.g. the start date and length, minor changes to the requirements specification etc.).
