With the Heat Plan 2030, I/S Vestforbrænding will have established district heating supply to approx. 30,000 new customers by 2030 in seven municipalities. The expansion is carried out in two stages, where stage 1 has now been initiated by the implementation of a separate tender for three turnkey contracts, cf. tender notice 2022/S 249-725377.
In addition, client consultants must be assigned who are offered in two separate tenders, partly a client consultant of a more "technical" nature including, among other things, professional supervision, etc. as well as this tender for overall client consultancy regarding general contract follow-up and handling.
With this contract, I/S Vestforbrænding needs a client consultant who can assist in connection with the overall realisation of the Heating Plan 20230. The client consultant will thus assist in both stage 1 and stage 2 regarding the expansion of the district heating network in all seven owner municipalities. In addition, the client consultant must assist with advice on financial matters, including budgeting, etc. throughout the contract period.
The tasks in the contract include client consultancy as specified in section II.1.4).
In addition to what is stated in section II.1.4), the client consultant's services consist of (i) overall management of the contracts, (ii) financial management/additional works, deviations and changes, (iii) administration and maintenance of ICT, (iv) time management (v) communication (vi) customer management and coordination, (vii) risk management, (viii) area and authority-related matters and (ix) preparation for stage 2 (i.e. e.g. assistance in connection with the tender process). Please refer to clause 4.1 of the client consultancy contract.
The client consultant will thus assist I/S Vestforbrænding in the overall realisation of the Heating Plan 2030. It should be noted that the organisation of stage 2 has not yet been finalised, but that it is expected to cover the same services as stage 1, see above. The scope of stage 2 will probably be similar to stage 1. The client consultant must therefore also anticipate and expect a certain overlap in services for stages 1 and 2, where the client consultant must make more resources available.
In general, the client consultant must therefore be able to perform the services and obligations incumbent on a developer under ABT 18 on behalf of I/S Vestforbrænding. In this way, it is the responsibility of the client consultant to cooperate and coordinate the cooperation with any other consultants regarding the construction task, including the turnkey contractor's associated consultants.
