Extension and conversion of fire brigade buildings - Object planning of buildings and interiors acc. § 33 ff HOAI 2013, as well as technical planning of technical equipment ALG 6 (conveyor systems) acc. § 53 ff HOAI 2013

The city of Neusäß plans to expand and rebuild the existing fire brigade building in parcel area 154/36 of Neusäß district, dating back to 1983, in order to remedy its spatial, functional and safety deficits. An optimized room layout ensures smooth work processes in the daily fire brigade operation in the building and optimizes the work processes in the event of an alarm with the shortest possible, crossing-free paths.

The aim of the planning is to be a building that enables technical and logistical readiness and quick disengagement of the weir.

For the extension to about 1 170 m 2 Usable area was a part of the southern neighboring property Fl.Nr. 155 acquired. Thus there is an extension plot area of approx. 1 900 m 2 to disposal.

The implementation will take place in 2 stages:

BA 1: extension new construction;

BA 2: Remodeling and refurbishment measures in existing buildings.

Subject of the contract are services of object planning buildings and interiors acc. § 33 ff HOAI 2013 with Annex 10, LPH 1-9, and the technical planning techn. Equipment ALG 6 (conveyor systems) acc. § 53 ff HOAI 2013 with Annex 15, with gradual assignment.

If necessary, various special services, in particular for the construction of temporary interim facilities, will be commissioned.

Funding will be requested for this project.

The building currently consists of:

- Shed / vehicle hall with 6 parking spaces,

- Administration building with workshops, storage and social rooms, former apartment for the maintenance engineer (already used in 2011),

- Schlauchturm with connection to the KG of the administration building,

- Extension of the vehicle hall from 1996 to 3 vehicle parking spaces and storage rooms.

The building serves as the location for the voluntary fire brigade Neusäß with about 100 active firefighters, as a support point of the 8 local fire brigades.

The driveway to the parking lot should by the district administrator. Frey-Straße take place, the alarm exit opens into Ortliebstraße.

There is a fire department requirement planning from 2013/2014, as well as a function and room program.

The expansion is to be done in solid construction and includes mainly 3 vehicle parking spaces, a laundry, hose workshop, readiness rooms with youth and training rooms, offices, as well as WC / changing rooms, storage, technical and ancillary rooms, and courtyard areas for parking spaces and exercises, entrances and exits ,

The existing space must be partially relocated, especially the radio area, and also be rehabilitated.

The measure must be implemented during operation. The fire brigade must be fully operational over the entire construction project, with currently about 300 missions / year. For temporary outsourcing and accommodation of personnel (changing rooms and sanitary facilities) and vehicles (temporary temporary accommodation for 3-4 vehicles), interim solutions should be planned for on the property.

The implementation will take place in 2 stages:

BA 1: extension new construction

BA 2: Remodeling measures in stock

An office has already prepared a feasibility study to investigate whether the realizability on the property is fundamentally possible.

This office is considered a pre-selected candidate. Should it happen that the pre-occupied office should be invited and invited to negotiate the tender, the contract will be made available by the contracting authority to all participants in the tendering process in order to bring all bidders to the same level of information. Even without the participation of the pre-occupied office, all possible documents will be made available to the bidder. The client is however open to alternative approaches.

The tendering process is expected to take place in early January 2020. Procurement is expected at the end of January / beginning of February 2020. The start of service is directly after the order has been placed. Completion approx. Summer 2023.
