Support Services MS PlatformIn the present case, services for the technical application operation, including the various interfaces, as well as for the support of the departments/customers in the operation and use of the HessenPC, are put out to tender. About 100 specialist applications from the various departments with numerous interfaces are operated.
The contractor must provide specialists who are able to set up and support the operation of special application tools in the procedures for the mentioned departments based on the latest technologies. The advertised tasks require experience and comprehensive knowledge in several Microsoft as well as Linux subject areas at the same time. Thus, the required specialists must have a correspondingly broad knowledge of Microsoft products or Linux derivatives.

The requested support services are to be used primarily in the area of application management of the departments and are carried out in different functional units or AM teams. The focus of the working environment is on the technical operation of the process, i.e. the establishment, operation and further development of the technical and logical IT environment of the respective process, including the various interfaces. The operation of the underlying infrastructure is also carried out to varying degrees by this AM. This ranges from the coordination and responsibility for the results of the services provided by other operating units of the HZD to the in-depth technical operation of the IT infrastructure. For this reason, the Contractor is expected to have good knowledge and experience in the management of specialist applications as well as, in some cases, in-depth knowledge of the underlying infrastructures in all fields of activity (specialist areas).
The technical working environment of the various AM teams in process operations is very diverse. The application procedures are based on Windows and Linux technology. Both Windows/Linux servers and WTS systems are used. A large part of the underlying systems are located in the HZD's server rooms. In addition, server systems located in the customer locations (of the departments) are also supported.
The communication basis of all systems is the HessenNetz. All customer systems are usually connected to this state-owned, secure and isolated network network and can communicate with each other via it if necessary. The customer's workstation system is the HessenPC, which is currently based on Microsoft Windows 10.
On the one hand, it is important to meet the new requirements of the customers, and on the other hand, it is also necessary to further develop the system environments from a technical and economic point of view. There is a need to implement and integrate more national political demands. Both the introduction of new procedures (from planning to implementation to full operational implementation) and the implementation of more complex process updates or upgrades and releases should be done most effectively with an AM team that has the most up-to-date knowledge of the software used and many years of experience in this area.
Due to the classification of the HZD as a vital institution of the state of HE, the deployed persons may have to undergo a SÜ2 on the basis of HSÜVG, depending on the area of operation. This will be agreed in the respective individual order.
The Contractor is obliged to carry out the services to be rendered by him with the greatest care and in accordance with the contractual agreements, the state of the art in science and technology and the principle of economic efficiency. He confirms that he has all the necessary knowledge and experience as well as that he has qualified personnel with the necessary knowledge and experience available and deploys them in order to be able to perform the tasks set out in the contract without restriction.
In addition, it is expected that the Contractor will be able to deploy personnel who have appropriately up-to-date knowledge of the latest versions throughout the term of the framework agreement. If a manufacturer uses follow-on products that have the same or extended functionality, but are sold under a different name, the required knowledge is also expected for this successor product.
The following basic qualifications are expected from the person to be employed:
• Good knowledge of operational processes according to ITIL or ITSM
• Good knowledge of the German language, spoken and written (language level C1 according .dem Common European Framework of Reference for Languages (CEFR)) as well as English skills, which enable the use of manufacturer information (manual, Internet) or Internet forums (language level C2 according .dem Common European Framework of Reference for Languages (CEFR))
• Good knowledge of IT security according to BSI
• Willingness to use occasionally outside of general business hours
In addition to these general knowledge and skills, knowledge of the areas of activity described below is necessary, depending on the area of application. Below are the qualifications required for a support services specialist MS platform.
As a process specialist for MS platform support services, the following activities are essential:

• Distribute software packages to distribution points (Configuration Manager locations as defined by MS) and proactively monitor replication.

• Carrying out system maintenance and proactive system support (including carrying out updates and upgrades).
• Monitoring and reporting in the environment of MS SCCM servers (2012 ff.).
• Customization of Structured Query Language (SQL) parameters on the servers.
• Support in the development and development of integrated Microsoft Internet Information Server (MS IIS) solutions for MS SCCM.
• Implementation of architectural requirements / specifications in multi-domain environments, among others.
• Coordination and implementation of regular major releases (e.g. Windows 10, MS SCCM 2012 ff.).
• Support in incident, change and release management according to IT Infrastructure Library (ITIL).
• Coordination of the implementation of release management processes.
• Know-how transfer / training within the scope of the assigned fields of work.
• Development of scripts using PowerShell.

• Acquisition and evaluation of telemetry data (e.g. Windows 10, MS SCCM 2012 ff.).
• Commissioning, configuration and administration of MS System Center Virtual Machine Manager (SCVMM) console to support the MS App-V environment.
• Support in the form of input in the development of MS App-V solutions / concepts.
• Development, integration and expansion of an automation interface for the integration of MS SCOM into the automated creation of Windows-based production systems.
• Execution of projects for operational automation of the monitoring solution based on MS SCOM.
The following requirements apply to the activities mentioned:
• Completed vocational training as an IT specialist or a qualification in an IT training occupation recognised in Germany (e.g. Information electronics technician) or university of applied sciences or university degree in an IT-related field (e.g. computer science, business informatics) or equivalent relevant skills or experience.
• At least 4 years of professional experience in one of the aforementioned professions.
• Experience in the use of ITIL tools and in the context of ITIL processes (incident, change and release management).
• Experience creating, reviewing, and controlling documents.
• Experience in managing and leading teams.
• Erfahrungen mit Windows Server 2012ff., mit Microsoft Windows Update Service (WSUS), mit Microsoft Windows Deployment Services (WDS).
• Experience in the planning and implementation or further development of Microsoft Bitlocker Administration (MBAM / BDE) in an environment of at least 5,000 clients.
• Experience in the client operating system Windows 10ff. (e.g. app configuration, GPOs/GPPs, Windows Registry, telemetry, Trusted Platform Module (TPM) configuration).
• Experience in the coordination and implementation of software distribution (incl. security packages) using MS SCCM 2012ff. (e.g. application model, packages, baselines, apps).
• Experience in creating/customizing boot/operating system images.
• Experience in creating/adapting task sequences
• Experience in creating/adapting task sequences (e.g. dynamic task sequences using collection variables).
• Experience in an SCCM 2012ff. server environment with a Central Administration Site (CAS) & at least 2 Primary Sites (e.g. multiple domains, implementation of major releases for MS SCCM, installation and backup and recovery of Central Administration Site (CAS) and Primary Site).
• Experience in the conception and implementation of multi-tenancy via role concepts of MS SCCM solutions.
• Experience in Unified Extensible Firmware Interface (UEFI) BIOS configuration (e.g. SecureBoot, TPM) as well as in automated configuration using MS SCCM.
