Description:
Consumption billing system for KompetenceCenter Zealand

The tender concerns the delivery, maintenance and support of a new Consumption Settlement System for the 3 out of the 4 utilities in KompetenceCenter Zealand (KCS) the last utility company does not participate in the contract and can thus choose to use the contract subsequently as an option. The consumption billing system must integrate and exchange data to a number of 3rd party systems.

In addition to the Consumption Settlement System itself, this tender includes sending both physical and digital mail, as well as handling recovery cases (in collaboration with a private debt collection company, possibly later a public body such as the Danish Debt Agency). The consumption settlement system must be able to handle a number of forms of payment. There is a strong focus on handling consumption billing for district heating, where the system must be able to meet legal requirements, including but not only (Invoicing Order BEK no. 734 of 23/05/2022) on billing to district heating customers.

The tender procedure is conducted as a negotiated procedure in accordance with section 61 of the Procurement Act.

It should be clarified that the Negotiation may cover all parts of the tender documents, including all contracted requirements, with the exception of the minimum requirements clearly marked in the tender documents, MK or basic elements.
