Eksfin wants to enter into a framework agreement over 2 years with an option for a further 1 year + 1 year with two tenderers for recruiting services.

The recruitment agency will contribute to placements of all types of positions with the exception of administrative directors. In some circumstances, we will carry out the placements ourselves, with or without reduced assistance from the recruitment agency. Eksfin complies with the state law and regulations for employment, and it is assumed that the recruitment agency's offered team also masters this. In addition to assisting with the placement processes it is preferable that the tenderer can offer assistance in the following areas:

Team development of management groups and teams

Management assessment

Career advice and coaching on the management level.

The procurement is estimated to be over the EEA threshold value. With a framework of NOK 3 000 000 — NOK 6 000 000 excluding VAT for the entire contract period, but this will depend on the need for recruiting, turnover in Eksfin and the desire to use in-house resources.

Lots/ alternative tenders

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment in accordance with the Public Procurement Regulations §19-4, but does not find it appropriate for this procurement.

Framework agreement.

The contracting authority will enter into a contract with two service providers.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
