Description:
The contract seeks a provider to support vulnerable children and young people aged 16-21 in Hounslow, focusing on those who are looked after or care leavers, with an emphasis on high-quality accommodation and comprehensive support services.
Children and Young Peoples Supported Living Service.
The contracted Provider will support vulnerable Children and Young People aged 16-21
years of age who are either a looked after child, or a care leaver of the London Borough of
Hounslow (including Unaccompanied Asylum-Seeking Children) unless agreed by the Lead
Commissioner.
The Council is seeking to develop strategic partnerships with Provider that are:
• Sector leaders in young peoples and young parent’s supported accommodation
provision with a thorough understanding of the complex needs of vulnerable young
people, access to significant expertise, and knowledge of evidence informed best
practice.
• Capable of carrying out the Landlord responsibilities alongside the support delivery
requirements simultaneously, and meeting their own leaseholder obligations, ensuring
buildings are maintained to a high standard, are homely and that repairs are carried out
promptly.
• Reputable, responsive, and responsible employers committed to recruiting, developing,
and retaining a high quality and diverse workforce.
• Values led with a mission, purpose, and ethos aligned to those of the London Borough
of Housing.
• Where specified in supplementary specifications, are Ofsted registered to meet the
needs of 16–17-year-olds in the service and to ensure compliance with regulatory
requirements.
• Able to add value to provision to enrich the service offer for children and young people,
including through attracting additional external funding.
• Are financially sustainable with robust governance and business continuity
arrangements.
• Committed to developing positive partnerships at local, regional, and national level to
benefit children and young people, including with housing associations to support move
on to independence.
Scheme A - St Margarets House and St Agnes
Two buildings providing high support Ofsted registered provisions for 16– 17-year-old Looked after Children or Children requiring support under the Children’s Act 1989. This service may also accommodate Care Leavers. Care Leavers aged 21 or over should not be accommodated unless agreed by the Lead Commissioner
Scheme B - Bath Road and St Stephens House
Two buildings providing unregistered provision for Care Leavers aged 18 or
above and leaving the care system (1x high and 1x medium support). Care Leavers aged
21 or over should not be accommodated unless agreed by the Lead Commissioner.
Scheme C - Butlers Close
Two buildings at the same location providing unregistered provision for
mothers with babies and or young children, and Care Leavers. Care Leavers aged 21 or
over should not be accommodated unless agreed by the Lead Commissioner.
