For both lots, award will be based on the relationship between offered price and quality, based on award criteria given for each lot in point 8 and associated appendix. Even if the award evaluation takes place independently for each lot, the contracting authority retains the right to award the lots in a combined assignment to one tenderer, if this tenderer in the overall evaluation of the lots meets the award criteria best collectively, cf. the Public Procurement Regulation § 19-4 (5).
