The contracting authority will enter into 3 parallel framework agreements for project management for building and construction projects connected to the establishment of the Finnmark Land Defence (FLF) project.

FLF will contribute to increased permanent presence in Finnmark and it requires considerable investments in new buildings and the renewal of existing property, buildings and sites. The preliminary total budget limit for the project is estimated to 1 500 000 000 NOK.

The project managers could be used for concept reviews, preliminary engineering design services, detailed engineering services and for implementation of the investment project. The contract is expected to start in spring 2019, with expected completion in 2025.

The contracting authority will mainly require senior project managers with relevant experience from major reviews and developments within EBA. E.

Experience from security graded projects will be an advantage. Project managers can be supported by less experienced resources when the contracting authority finds it acceptable and appropriate.

The projects will mostly be located at the Garrison in Porsanger (Lakselv), with some related projects at Høybuktmoen (Kirkenes), Setermoen and Skjold. The offered project managers are expected to be available for an approx. 40-100 % position for as long as the project is ongoing. The assignment can be partly carried out from the tenderer´s own premises, but the project managers are expected to be available at Porsangermoen for approx. 1-3 days a week.
