Hazard analysis and evaluation of fire dampers and stop seals - VOEK 229-23

The subject of the contract is the hazard analysis and evaluation of a total of 600 asbestos-containing and possibly asbestos-containing fire dampers on the basis of the applicable regulations and regulations, in particular the Technical Rules for Hazardous Substances (TRGS) 519 and the LASI Guidelines for the Ordinance on Hazardous Substances LV 45 with the currently valid additions:

- Type inspection and examination of asbestos-containing and suspected fire dampers and their stop seals

- Survey and documentation of the asbestos-containing components of the fire dampers with a condition assessment

- if necessary, sampling and laboratory analysis of the samples

- Preparation of a detailed test report for each BSK with the evaluation of the results and recommendation for action.

The service must be provided within normal working hours: Monday - Friday from 08:00 - 16:00.

The Client shall provide the Contractor with the existing facilities, supply connections and operating materials (e.g. electricity, water, fuels) free of charge for the performance of its services and shall provide access to the technical systems and supply connections. The AG does not provide any workers.

Attention! For the execution of the services, a security check in accordance with § 8 SÜG (so-called Ü1) is required for the executing personnel in Lot 5. For further information, see also section III.2.2.

Hazard analysis and evaluation of fire dampers and stop seals Magdeburg Directorate

In the main towns 1-5, the following number of fire dampers must be checked:

1-3 pieces of asbestos-containing and 28 pieces of possibly asbestos-containing fire dampers; nine of these are not freely accessible

2.-179 pcs asbestos-containing and 55 possibly asbestos-containing fire dampers; all BSK are freely accessible

3.- 9 pcs asbestos-containing fire dampers; seven of these are not freely accessible

4.-15 pcs. asbestos-containing fire dampers; all BSK are freely accessible

5th-15 pcs asbestos-containing fire dampers; eight of these are not freely accessible

The scope of services includes:

-On-site inspection, assessment and evaluation of the asbestos-containing and suspected asbestos-containing fire dampers listed in the tender documents enclosed in the tender documents by suitable approved specialists with special expertise in the evaluation of the asbestos-containing fire dampers [e.g. expert or expert engineer/technician or remediation expert in the field of building pollutants certified by the GVSS (Gesamtverband Schadstoffreminderung)]; the personnel deployed also have the expert qualification according to TRGS 519 or an equivalent qualification for checking the asbestos-containing fire dampers

-Carrying out sampling at the regular suspicion points of the fire dampers (fire damper and stop seal), taking into account the local situation and after consultation with the working group for the analytical determination of the asbestos content, unless the suspicion of asbestos can already be clarified on the basis of the test mark and/or there are doubts about the asbestos content of components; if necessary, the analysis of the samples taken by scanning electron microscopy with coupled energy dispersive X-ray microanalysis (SEM/EDXA)

- Preparation of a statement (investigation and test report) with documentation of the condition of the asbestos-containing fire dampers with regard to their asbestos-containing components, assessment with regard to hazard potential and evaluation of the further procedure with assessment of the urgency of further measures; further details, e.g. regarding the contents of the documentation to be created, can be found in the attached sample test report.

The Contractor shall perform the services in such a way that the safety of the technical installations is maintained. Operational readiness must be maintained during the provision of services, as far as possible. The performance of the service is carried out at least in accordance with the specifications of the manufacturer and in accordance with all valid and relevant laws, regulations, in particular TRGS 519 and the LASI - Guidelines for the Ordinance on Hazardous Substances LV 45 with the currently valid supplements, the accident prevention regulations, standards, guidelines, etc. as well as the recognized rules of technology. The Contractor shall provide the service with its operation. He may transfer parts of the service to subcontractors with the prior consent of the client. He is obliged to employ appropriately qualified specialists.

The Contractor is obliged to provide or deliver all equipment, tools and aids (e.g. measuring and testing equipment), materials and auxiliary materials (e.g. lubricants and cleaning agents) as well as suitable access technology (e.g. ladders, working platforms or comparable work equipment) and protective equipment, etc., as well as all other necessary equipment, aids and materials not explicitly mentioned.

The Contractor shall document the results of the hazard analysis in an investigation and test report for each economic unit (WE) and building or building unit in accordance with the service description and shall hand it over to the Client within 4 weeks of completion of the inspection of the fire dampers carried out by a business unit (WE)/property. The documentation of the results of the laboratory analysis of the samples must be attached to the examination and test report.

The time of the performance of the service provision must be agreed with the representative of the client in good time before the start. The Contractor shall plan in advance the dates for the performance of the services in accordance with the price sheet. For this purpose, the Contractor shall draw up a schedule within 4 weeks of the start of the contract. Taking into account the user's internal processes, the dates are to be coordinated with the representative of the client (will be announced after the award).

The Contractor must coordinate the planned date for the performance of the service with the representative of the Client (will be announced after the award of the contract) at least 2 weeks in advance, and have the date for the actual execution confirmed in text form.

Immediately after the contract has been awarded, the Contractor shall inform the Client of the persons responsible for the contract and execution.

For the fire dampers listed in the inventory, remuneration shall be agreed on the basis of the VAT rate applicable at the time the tax is incurred; remuneration shall be made in accordance with the information in the price sheet. The price includes the following costs:

- for hazard analysis and documentation as mentioned above

- for the tools, equipment, aids and materials to be provided by the Contractor

- all preparatory work and follow-up

- all ancillary costs resulting from the aforementioned services, e.g. travel, set-up, set-up and transport costs, personnel costs, allowances, daily and overnight allowances, dirt and hardship allowances, overtime as well as Sunday and holiday surcharges

- Travel costs for arrival and departure

The sum of the fire dampers to be checked may differ from the number of quantities listed in the inventory list and price sheet. Invoicing is carried out for the fire dampers that are actually checked.

The requirement items specified in the price sheet are additional services according to the order, there is no lump-sum entitlement to the order and remuneration. If required, the additional services will be remunerated in accordance with the price sheet with the hourly rate specified therein, the surcharge for services outside normal working hours and the travel costs offered (arrival and departure); no working hours are remunerated for the travel time.

The Contractor must take out liability insurance that covers property, property, property, personal injury and risks for asbestos damage in the following amount (maximised twice per insurance year) and which must be proven on request:

Financial losses € 500,000

Personal injury € 2,000,000

Risks for asbestos damage € 100,000.

At the main town, 114 fire dampers containing asbestos are to be tested; one of them is not freely accessible.

The scope of services includes:

- Travel costs for arrival and departure

The sum of the fire dampers to be checked may differ from the number of quantities listed in the inventory list and price sheet. Invoicing is carried out for the fire dampers that are actually checked.

The requirement items specified in the price sheet are additional services according to the order, there is no lump-sum entitlement to the order and remuneration. If required, the additional services will be remunerated in accordance with the price sheet with the hourly rate specified therein, the surcharge for services outside normal working hours and the travel costs offered (arrival and departure); no working hours are remunerated for the travel time.

The Contractor must take out liability insurance that covers property, property, property, personal injury and risks for asbestos damage in the following amount (maximised twice per insurance year) and which must be proven on request:

Property damage: 1.000.000 €

Financial losses: €500,000

Personal injury: € 2,000,000

Risks of asbestos damage: €100,000.

Attention! For the performance of the services, a security check in accordance with § 8 SÜG (so-called Ü1) is required for the executing personnel (see also section III.2.2)
