Description:
Performing forest management services in the Kościerzyna Forest District in 2020

The procedure is conducted in an open tender pursuant to art. 10 paragraph 1 and art. 39-46 of the Act of 29 January 2004 Public Procurement Law (consolidated text: Journal of Laws of 2019, item 1843 as amended - hereinafter referred to as "PZP") and executive acts to the PZP.

The subject of the contract are forest management services as defined in art. 6 clause 1 point 1 of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2018, item 2129 as amended - hereinafter referred to as: "Forest Act") covering works in the field of forest breeding, forest nurseries , seed and selection, forest protection, fire protection, logging and skidding, side forest use and other forest management works, to be carried out in the Kościerzyna Forest District in 2020.


Package I - Forestry: Ludwikowo, Strzelnica, Wierzysko

The material scope of the subject of the contract includes the sum of works in the field of forest breeding, forest protection, fire protection, logging and logging, side forest use and other forest management works resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activity, Annex 3.2. - difficulty zones and skidding distances and Annex 3.3. - timber harvesting sorting system. A detailed description of the works (activities) included in the subject of the contract is included in Annex 3, respectively. The material scopes are listed in Annexes 3.1.-3.3. are estimates. A detailed description of the technology for performing individual forest works (activities) included in the subject of the contract is included in Annex 4 to the ToR. Descriptions of activity codes describing individual works (activities) included in the subject of the order are described in Annex 4 to the ToR. Description of the rules for the procedure of acceptance of works is included in Annex 5 to the ToR. The contracting authority has planned the following total amounts of works within individual categories:

Hand work: 12,824.66 man hours;

Mineralization of fire belts and plowing of fire grooves: 17.17 tractor hours;

Tractor works, including transport of materials: 287.76 tractor hours;

Mechanical planting with a planter: 135.57 tractor hours;

Mechanical soil preparation with a two-panel plow: 28.58 ha;

Mechanical comminution of after-harvest residues: 10.53 ha;

Manual work on fencing, dismantling and repairing: 2.072.70 man-hours;

Transport of materials for making fences and their repairs: 60.08 tractor hours;

Manually harvesting wood and producing wood sorts with chainsaws (chainsaws: 27,675,12 man-hours;

Mechanical acquisition of wood and production of wood sorts with multi-operational machines (harvesters): 2,597.00 m3;

Mechanical logging: 18,030.00 m3;

Wood chassis: 34.00 m3;

Other manual work from timber harvesting: 50.00 man hours;

Other mechanical work from logging: 105.00 tractor hours;

Harvesting of Christmas trees: 8.00 man-hours.

The Employer requires employment by the Contractor or subcontractor based on the employment contract of persons performing activities included in the subject of the contract consisting in obtaining and skidding wood raw material, if the performance of these activities involves performing work in the manner specified in art. 22 § 1 of the Act of June 26, 1974 - Labor Code (consolidated text: Journal of Laws of 2019, item 1040, as amended).

Services regarding harvesting and skidding, referred to in point 3.1. SIWZ, will consist of performing logging and skidding of wood based on two equivalent technologies:

a) with the use of wood saws and wood sorting for harvesting and for skidding of agricultural, specialist (skidding) tractors, forwarders or (i) tractors adapted to dripping timber skidding, equipped with cranes for loading and unloading wood. The above method of logging and logging operations will be referred to as "Traditional Technology". In Annexes 3, 4 and 5 to the ToR, works in the field of timber harvesting and wood assortment production using Traditional Technology are described and indicated, among others using action code: CWDPN (total woodwork with lowland saw);

b) using wood harvesting machines (multi-operative) for harvesting, and for forwarding hauling, or (i) tractors adapted for overhead skidding, equipped with cranes for loading and unloading wood (skidding), to collect wood and produce wood sorts Machine Technology. " In Annexes 3, 4 and 5 to the ToR, works in the field of timber harvesting and the production of wood assortments by Machine Technology are described and indicated, among others using the action code: CWDN-D (total lowland wood production with multi-operational machines).


Package II - Forestry: Debrzyno, Grzybowski Młyn, Wdzydze

The material scope of the subject of the contract includes the sum of works in the field of forest breeding, forest protection, fire protection, logging and logging, side forest use and other forest management works resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activity, Annex 3.2. - difficulty zones and skidding distances and Annex 3.3. - timber harvesting sorting system. A detailed description of the works (activities) included in the subject of the contract is included in Annex 3, respectively. The material scopes are listed in Annexes 3.1.-3.3. are estimates. Mechanical soil preparation with a two-panel plow and an active disc plow: 59.02 ha;

Mechanical comminution of after-harvest residues: 28.99 ha;

Manual work on fencing, removal and repair of crops: 2,477.74 man-hours;

Transport of materials for making fences and their repairs: 91.00 tractor hours;

Manually harvesting wood and producing wood sorts with chainsaws (chainsaws: 11,043.48 man-hours;

Mechanical acquisition of wood and production of wood sorts with multi-operational machines (harvesters): 10,314.00 m3;

Mechanical logging: 14,843.00 m3;

Wood chassis: 37.00 m3;

Other manual work from logging: 70.00 man-hours;

Other mechanical work from logging: 75.00 tractor hours.

The material scope of the subject of the contract includes the sum of works in the field of forest breeding, forest protection, fire protection, logging and logging, side forest use and other forest management works resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activity, Annex 3.2. - difficulty zones and skidding distances and Annex 3.3. - timber harvesting sorting system. Mechanical soil preparation with a two-panel plow: 66.37 ha;

Mechanical comminution of after-harvest residues: 18.10 ha;

Manual work on fencing crops and their repairs: 471.19 man-hours;

Transport of materials for making fences and their repairs: 19.00 tractor hours;

Manually harvesting wood and producing wood sorts with chainsaws (chainsaws: 9,382.79 man-hours;

Mechanical wood harvesting and wood sorting with multi-operational machines (harvesters): 13,563.00 m3;

Mechanical logging: 18.055,00 m3;

Chassis of wood: 36.00 m3;

Other manual work from timber harvesting: 40.00 man hours;

Other mechanical work from logging: 40.00 tractor hours.

The material scope of the subject of the contract includes the sum of works in the field of forest breeding, forest protection, fire protection, logging and logging, side forest use and other forest management works resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activity, Annex 3.2. - difficulty zones and skidding distances and Annex 3.3. - timber harvesting sorting system. A detailed description of the works (activities) included in the subject of the contract is included in Annex 3, respectively. The material scopes are listed in Annexes 3.1.-3.3. are estimates. Mechanical comminution of after-harvest residues: 9.02 ha;

Manual work on fencing and repairing crops: 1.018.45 man-hours;

Transport of materials for making fences and their repairs: 38.32 tractor hours;

Manually harvesting wood and producing wood sorts with chainsaws (chainsaws: 23,936,06 man-hours;

Mechanical wood harvesting and wood sorting with multi-operational machines (harvesters): 3,286.00 m3;

Mechanical logging: 15,171.00 m3;

Chassis of wood: 33.00 m3;

Other manual work from logging: 45.00 man-hours;

Other mechanical work from logging: 80.00 tractor hours;

Harvesting of Christmas trees: 8.00 man-hours.

The material scope of the subject of the contract includes the total amount of works in the field of forest nurseries, seed and selection as well as other works related to forest management resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activities and Annex 3.4 to the ToR - collection of seeds and cones. A detailed description of the works (activities) included in the subject of the contract is included in Annex 3, respectively. The material ranges listed in Annex 3.1 and Annex 3.4. are estimates. A detailed description of the technology for performing individual forest works (activities) included in the subject of the contract is included in Annex 4 to the ToR. Handwork: 11,202.96 man-hours;

Tractor works, including material transport: 722.15 tractor hours;

Collection of seeds and cones of the following tree species:

Scots pine (cones): 1,600.00 kg;

Silver birch (cone-seedling): 10.00 kg;

Beech (peanut seeds): 50.00 kg;

Sessile oak (seed-acorns): 550.00 kg;

Alder (nut seeds): 20.00 kg.


Package VI - Logging and skidding of wood with the use of machine technology in the forests: Ludwikowo, Debrzyno, Grzybowski Młyn, Wdzydze, Cięgardło, Zabrody, Podrąbiona, Karsin

The material scope of the subject of the contract includes the total amount of work in the field of logging and logging, resulting from Annex 3 to the ToR, which consists of Annex 3.1. - size of works according to the activity, Annex 3.2. - difficulty zones and skidding distances and Annex 3.3. - timber harvesting sorting system. The Employer requires employment by the Contractor or subcontractor based on the employment contract of persons performing activities included in the subject of the contract consisting in obtaining and skidding wood raw material, if the performance of these activities involves performing work in the manner specified in art. 22 § 1 of the Act of June 26, 1974 - Labor Code (consolidated text: Journal of Laws of 2019, item 1040, as amended).

Services regarding harvesting and skidding, referred to in point 3.1. SIWZ, will consist in carrying out logging and skidding based on the use of timber harvesting machines (multi-operative) of harvesting machines and for forwarding skidding or (i) tractors adapted to dripping timber skidding, equipped with cranes for loading and logging unloading wood (skidding), hereinafter referred to as "Machine Technology". In Annexes 3, 4 and 5 to the ToR, works in the field of timber harvesting and the production of wood assortments by Machine Technology are described and indicated, among others using the action code: CWDN-D (total lowland wood production with multi-operational machines).
