the purpose of this intellectual services contract is the development of a PSMV on an SPR perimeter stopped on June 15, 2020 of approximately 19 ha.
The constitution of the PSMV file is specified by Articles R 313-2 to 313-6 of the Town Planning Code. "It shall include a presentation report and a regulation, and may include development and programming guidelines relating to built or unbuilt buildings or groups of buildings, accompanied, where appropriate, by graphic documents".
The PSMV must be compatible with the development and sustainable development project of the local urban plan; it will take into account the ongoing revision of the PLU.
This tranche has an execution period of 48 months until the transition to CNPA included (excluding public inquiry procedure)
It has been identified 5 phases in this tranche that will give rise to validations during restitution meeting (meeting minutes). These phases can be processed simultaneously
The contract consists of a tranche broken down into five phases:
Phase 1 - Urban, environmental, socio-economic analysis and synthesis
Phase 2 - Realization of a file-immovable
Phase 3 - Implementation of the draft regulatory file
Phase 4 - Follow-up of the regulatory file
Phase 5 - Mediation and consultation
