4. Justification for not dividing the contract into lots: The contract in question has not been divided into lots because the division of the contract would risk excessive technical and organisational difficulties. The need to coordinate the activities of the various economic operators performing the different lots of the contract could seriously jeopardise the proper performance of the contract. Due to these technical conditions, it is appropriate that the contractor responsible for the implementation of supplies in this area is also the entity that designed the investment. In this way, the contractor will also not be able to evade liability for improper performance of the contract, arguing that the design documentation in this respect was incorrectly prepared. Striving for uniform responsibility for the entire result of works gives a greater guarantee of proper performance of the contract by the contractor.
5. The Contracting Authority recommends making an on-site inspection, familiarizing oneself with the subject of the contract and including in the price of the offer all costs necessary for the proper implementation of the subject of the contract. The date of the on-site inspection can be set individually at (58) 692-20-39. The Contracting Authority informs that failure to carry out a site inspection by the Contractor will not result in rejection of the offer.
