This contest comprises both disposal of the sludge, and transport of the sludge from the treatment plant at Søndre Follo Renseanlegg IKS. . It is only possible to submit tenders that cover both transport and disposal of the sludge.
The amount of sludge covered by the contract is estimated to be approx. 3,200 t / 3.500 t in 2022, but this can be reduced somewhat in the contract period as SFR will carry out an innovative project where a new type of biogas reactor will be tested. The amount of treated sludge will probably be reduced then by an estimated 300 t / 600 t based on a pilot that has been carried out. Note that SFR cannot give an exact figure now. There will be a reduction, but the amount is uncertain.
The produced sludge is split into four categories in accordance with the table in the regulation dated 4.7.03 no. 951 on fertiliser products, etc., of organic origin (the fertiliser regulations).
The tenderer will be the owner of the sludge, and will be responsible for the disposal and further use of it in accordance with the public legal requirements for sludge.
This will also apply for sludge in accordance with section 10 no. 1, content of heavy metals, as well as unhygienic sludge.
Remuneration will be per tonne received sludge, measured on SFR's scales when loading the sludge into the vehicle. The tenderer will be obliged to receive all the sludge that is produced at the treatment plant at any one time, and must be available to receive the sludge when SFR requests this.
The annual value of the procurement is estimated to be NOK 1.4 million. This is only an estimate and is not binding on the contracting authority.
The contract value is estimated to be above the EEA threshold value. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
The contract is subject on the contracting authority's side to any political decisions/administrative decisions that give a basis to cancel the contract. Furthermore, the contract value is subject to being within the contracting authority's budget for this procurement.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is favourable.
Contract
The procurement will be regulated by the attached contract with the associated standard terms.
The contract period will be from and including 2023-01-01. There will be an implementation period before this.
A contract will be signed with one tenderer. The contract does not have an expiry date, but will run until one of the parties gives notice on the contract. The contract will have mutual notice of 6 months due to the time estimate for a new tender contest that SFR would then have to arrange.
This contest concerns: Disposal of sludge from SFR, transport to consumers or a suitable landfill site. The tenderer must alway have the required licences for transporting and spreading sludge on cultivated fields, as well as at any local landfill sites. The sludge comes under the 'Fertiliser Regulations', c/o the Norwegian Food Safety Authority and local spreading and landfill 'The Agricultural Office at Ås'. The tenderer will be responsible for informing the municipalities that are affected by the scheme.
The contracting authority expects that tenderers are familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
